    MPD Announces Drug and Fugitive Arrests

    On March 2, 2016 officers from the Martinsburg Police Department, the WV Eastern Panhandle Drug and Violent Crimes Task Force, and the US Marshals Service conducted a search warrant at a residence located 107 E. Burke St Apt 4. This search warrant was the result of controlled buy investigations, of heroin, which officers from this agency had been conducting over the past few weeks.

    Upon entry to the residence on the search warrant, a subject was located within the apartment. He was identified as a Mr. Anthony Hubbard (DOB 12/8/79). He advised he was from Manhattan, NY.

    The resident of the apartment was identified as a Mr. Samuel Hook (DOB 6/5/83). Mr. Hook was identified as the person who officers had conducted controlled heroin purchases from, utilizing a confidential informant. Mr. Hook was also wanted out of Pennsylvania for unrelated felony charges. Mr. Hook was not present during the time of the search warrant.

    During the search warrant, drugs were located within the apartment. Specifically Crack, Heroin, and Marijuana were all located along with other drug paraphernalia.

    Mr. Hubbard was arrested on scene and has been charged with possession with intent to deliver (3X). Mr. Hook was arrested a short time later after the search warrant. It was confirmed that he was wanted out of Pennsylvania and that PA authorities were willing to extradite him. He has been charged with being a fugitive from justice and has also been charged with possession with intent (X3), along with two charges of Delivery of Heroin (2X).

    Both subjects were processed at the Martinsburg Police Department and brought to the Berkeley County Magistrate courthouse for arraignment. They were both then brought to the Eastern Regional Jail to await further court actions.
