MPD Arrests Seven in Prostitution Sweep

On August 23, 2017 the Martinsburg Police Department conducted a directed enforcement mission targeting prostitution along Winchester Avenue and surrounding neighborhoods.  Seven arrests were made for prostitution.

Officers utilized a cooperating individual who was monitored by MPD officers in the immediate area.  The cooperating individual interacted with seven defendants who engaged in conversations about exchanging sex for money.  All were subsequently arrested on misdemeanor criminal charges for prostitution and are scheduled to appear on the charges in Berkeley County Magistrate Court.

Spearheading the special MPD operation was Captain Kevin Miller, along with Lieutenant Scott Doyle, Detective Sergeant Adam Albaugh, Detective Corporal Jared Luciano, Detective Patrolman Jonathan Smith, and Patrolman First Class William Parks.

Wednesday’s enforcement mission is the latest operation in the department’s on-going effort addressing community concerns over drugs, prostitution, and disorder in the area.  Police Chief Maury Richards recognized his officers’ efforts.  “Captain Kevin Miller and his team did a great job,” said Richards.  “A successful mission like this takes a lot of hard work.  But this is part of what it takes to clean up a neighborhood, and that’s exactly what we’re going to do.  Decent families have a right to live in a community without crime, fear, or disorder,” the MPD Chief added.

The recent arrests are part of MPD’s focused enforcement and patrol along Winchester Avenue that started early this summer.  In July, a search warrant and felony drug arrests resulted in utilizing the city’s Drug House Ordinance to shut down the drug selling operation at 212 Winchester Avenue.

On August 11th, MPD officers locked up three offenders for solicitation of prostitution, and dozens of arrests and citations have been made for illegal drugs and public disorder complaints during the past two months.  “MPD is attacking this problem from all directions.  I can’t say enough about our officers who are out there getting the job done.  Patrol officers on every Shift, Detectives, K-9 Unit, foot and bike patrols…it’s been a real team effort,” Deputy Chief George Swartwood announced.  “We take this very seriously and will be seeking jail time for convicted offenders whenever possible,” he added.
