3/27/08

On March 27, 2008, the Martinsburg Police Department responded to 215 S. Raleigh Street for a complaint of drug activity. One person that was at the residence began to be unruly and was arrested for profane swearing and disturbing the peace. Also consent to search the residence was granted and Officers located drug paraphernalia, a small amount of Marijuana and a pellet gun. After the search was finished the person, identified as Bradley Gardner Jr., was transported to the Police Station for processing. At the station a search of Gardner revealed a hair scrunch wrapped around his groin area with a hole in it. Inside of the scrunch there were three small plastic bags of what appeared to Crack Cocaine, one Ecstasy pill and one 30mg Adderal pill. Mr. Gardner also had $307.00 on his person that was seized. Mr. Gardner was subsequently charged with possession with intent to distribute a controlled substance and transported to the Eastern Regional Jail to await arraignment.

3/29/08

On Saturday, 1437 hrs, Police went to the intersection of Burke St and Queen St for a stabbing that had just occurred. Officers arrived and met with the victim, Elizabeth Mallory. Elizabeth Mallory was suffering from an apparent stab wound to the back of her right leg. During the investigation officers found that Elizabeth Mallory had been involved in a domestic dispute with her husband, Charles Mallory. During this argument, which occurred in their apartment, Charles Mallory picked up a kitchen knife and threw it at his wife. The knife struck Elizabeth Mallory in the leg causing the wound. Elizabeth Mallory left the apartment trying to get away from her husband and began to cry for help when her husband approached her outside of the apartment. Elizabeth was assisted by two helpful citizens who were in the area. These citizens helped Elizabeth out of the area and called police for assistance.

On Friday, March 28, 2008, the Martinsburg City Police Department utilized the Special Response Team to execute a search warrant at 229 North Spring Street . After entry was gained, a person identified as Mark Anthony Perry was found, who lived there. Mr. Perry was arrested on an outstanding city capias and the house was searched. Officers were able to locate drug paraphernalia and several controlled substances.

The search warrant was obtained after a controlled purchase of narcotics was conducted in which a person sold narcotics to a police confidential informant on a previous date from the residence. This search warrant is part of an ongoing investigation into drug trafficking within the Martinsburg city limits.

On Friday, March 28, 2008, the Martinsburg City Police Department arrested Wallace L. Davis as a Fugitive from Justice, stemming from a warrant being issued in Franklin County Pennsylvania for failing to appear for a parole/probation violation.

Wallace Davis is currently incarcerated in the Eastern Regional Jail on a delivery of an imitation controlled substance warrant that was obtained by the Martinsburg City Police Department. It alleges that a police informant purchased what was believed to be crack cocaine from a subject at 323 Porter Ave. Martinsburg WV. This subject was known as “Gator” and later positively identified as Wallace Lee Davis. This investigation took place on January 31st 2008. The substance purchased turned out to be vanilla scented candle wax wrapped in plastic.

On 3 26 08 at 2:00 PM Martinsburg Police, Det. Lt. GB Swartwood and Cpl D. Ruppenthal arrested an individual at the intersection of West King Street and Winchester Ave. on an outstanding warrant for Delivery of an Imitation Controlled Substance.

The defendant was arrested without incident and taken to the Martinsburg Police Department for processing and later arraigned by a State Magistrate.

It alleges in the complaint for warrant and the investigation, that this subject did deliver an imitation controlled substance to a confidential police informant during a controlled purchase for suspected crack cocaine being performed by Martinsburg detectives.

3/25/08

The Police Department is investigating a complaint of the attempted abduction of a 17 year-old girl. The female reported she was walking in the 100 block of Union Avenue when a male approached her on the sidewalk. The girl noticed the man had a small knife in his left hand as he got close to her. The girl felt threatened in the manner in which she was approached so she grabbed the man’s arm in an attempt to avoid being cut. The man then used the knife to cut the victim twice on her left forearm. After being cut the girl saw a friend driving on North Queen Street so she screamed for help. Once the girl screamed the suspect ran around the corner and got into the passenger side of a truck which drove away.

The suspect is described as a white male with gray hair, a goatee, approximately 5’10” and 180 lbs. He is further described as having a pot belly and last seen wearing a dark colored toboggan, gray sweatshirt and blue jeans. The victim reported the suspect to be “very dirty” as if he had been working all day. The vehicle is described as a smaller white with blue trim, older model, single cab truck with a camouflage sticker covering the rear window. Additionally the truck is described as having pealing paint and trash in the bed of the vehicle. No description of the driver is available. The incident is being investigated by Cpl. J. E. Darby. Two persons were arrested without incident on outstanding warrants issued from Magistrate Court. Both people were arrested at their residence.

Terry Wayne Siford Jr 8/13/76 of 108 E. John St was arrested for a bond revocation order from Mag. Overington. He was taken to the Eastern Regional Jail.

Lauren Brooke Elbin 12/10/82 of 108 E. John St was arrested on an outstanding warrant for Accessory After the Fact of Burglary. She was brought to the Police Dept and later arraigned by a State Magistrate.

The Burglary was that which occurred at 801 Lupton Dr in Martinsburg on Jan. 14th, 2008

The Martinsburg Police Department is conducting an investigation into an Armed Robbery that took place on Friday, 03-21-08 at approximately 1330 hrs. The victim in the robbery was walking to an apartment in the Adam Stephen Homes housing complex located on Wilson St. As he entered the complex, while holding his 11 month old son in his arms, an unknown black male subject approached him, displayed a handgun and demanded all of his money. The victim complied and handed over his wallet. The suspect took the cash from the wallet and took off running across the complex. An area resident stated that the suspect may have been hanging around in the area prior to the robbery. This resident happened to take a picture of a friend while in the area. In the background of the photo is a person of interest that the Martinsburg Police Department is seeking the community’s help in identifying. An enlarged and cropped copy of this photo shows the person of interest. On Saturday, 03-15-08 at 1251 hrs, The Police Department received a report that a possible stolen vehicle may have been in the area of the 400 blk of Virginia Ave. Ptlm E C Neely was in the area and spotted the vehicle in the parking lot of the Martinsburg Plaza on Winchester Ave. Neely ran the tags on the vehicle and confirmed that the truck was reported stolen out of the Baltimore, Md area. Neely made a traffic stop on the vehicle and made contact with the driver. Neely was attempting to place the driver in custody when he pushed Neely away and fled on foot. Neely gave chase and with the assistance of other officers in the area captured the driver in the 500 blk of Virginia Ave.


Arrested: Kevin Dowell, Age 40, of Virginia Ave, Martinsburg, WV

Charged with Possession of a Stolen Vehicle.

Remanded to the Eastern Regional Jail to await arraignment.

3/14/08

On Friday, 03-14-08 at 0830 hrs, officers responded to Orchard View Intermediate School for a student with a handgun. Officers Neely and Bettis responded and found that the handgun was an unloaded BB gun. Through the officers investigation they learned that the juvenile (a 10 year male) had taken the BB gun from a friend’s house to scare other students on the bus. The juvenile displayed the BB gun to and at several students on the bus. Administrators were informed of the incident by other students and acted quickly and appropriately by confiscating the BB gun and contacting the police department. The juvenile’s mother was contacted, advised of the situation and he was released to her custody pending criminal charges and administration action by the school.

Martinsburg Police obtained two felony arrest warrants for Armed Robbery for the two suspects involved in the robbery of a female which occurred on March 4th 2008 in the Wal-Mart parking lot at 800 Foxcroft Ave Martinsburg WV. The warrants were issued by State Magistrate Joan Bragg on March 14th 2008.

Martinsburg Detectives obtained video surveillance photographs of the suspects from the robbery and from where they were cashing the victim’s checks and relayed them to local news media agencies. This led to several calls in and tips in regards to their identity.

Det Lt GB Swartwood and Det Cpl. S Doyle were in contact and assisted by Deputy Ellinger of Frederick County Virginia in identifying these suspects and their eventual arrest in Shenandoah County Virginia on March 13th 2008 on outstanding charges from the state of Virginia.

It is alleged that the two suspects provided statements to the authorities in regards to their involvement in the Martinsburg Wal-Mart robbery and personal belongings of the victim were recovered at the scene of their arrest along with the suspected weapon.

Warrants for armed robbery are outstanding for the two suspects and extradition has been granted by the Berkeley County Prosecuting Attorneys Office from Virginia.

The Martinsburg Police Department is actively investigating the armed robbery which occurred on Tuesday March 4th 2008. The robbery occurred at Wal-Mart at 800 Foxcroft Ave. Martinsburg WV. In this robbery a female was robbed at gun point by a white female with a pony tail armed with a black pistol.

Martinsburg Police Detectives were able to determine that the victim’s personal checks were usedat the Hagerstown Maryland Wal-Mart and the Charles Town West Virginia Wal-Mart.

The subject presenting the check also used a source of the victim’s identification to complete a transaction. It was determined by the Hagerstown Wal-Mart and the police that this transaction occurred on March 4th 2008, the same day as the robbery.

Hagerstown Wal-Mart provided Martinsburg police the video surveillance photographs associated with this transaction.

The persons of interest shown in these photographs are a white female with ponytail wearing dark sweat pants with white stripe and white top and a white male wearing a dark sweat shirt and dark cap. Also the photographs indicate their vehicle.

Martinsburg Police are seeking the community’s assistance in identifying these persons of interest. Anyone who can identify these subjects is urged to call the Martinsburg Police Department at 304-264-2100.

On March 4th 2008 at 7:46 AM Martinsburg police were called to the parking lot of Wal-Mart at 800 Foxcroft Ave. for an armed robbery.

The investigation revealed that a sixty year old female was robbed at gun point of her purse and contents by a female suspect who brandished a black pistol as the victim was loading her merchandise into her vehicle.

The suspect was described as a white female in her early to mid twenties with brown hair in a ponytail and wearing a black hooded sweatshirt, gray sweat pants and sneakers.
After the robbery the suspect fled the scene in a light colored vehicle . The vehicle was being driven by a white male with brown hair and unshaven .

The robbery incident and suspect were caught on surveillance video and this surveillance footage was given to the police. 

The Martinsburg Police department is seeking the communities help in identifying this suspect in regards to this robbery. Anyone with information concerning the identity of the suspect or that has knowledge of this robbery is urged to call the Martinsburg Police Department at 304 264 2100.

2/22/08

On 2 22 08 Martinsburg Police executed two search warrants and arrest warrants at two area residences primarily for illicit drugs.

Martinsburg Detectives, Uniformed officers and the Special Response Team executed the first search warrant at approximately 8:33 AM at 118 Leeland Apartments located at Kentucky Ave. Martinsburg WV.

Seized in this search was approximately sixty grams of Marijuana, over $1,500 in currency. The resident’s vehicle was also seized after the police K-9 alerted to the resident’s vehicle.

Arrested was Matthew David Bonnell DOB 5 7 84 of 118 Leeland apartments Martinsburg WV. He was charged with Possession with Intent to Deliver Marijuana and was taken into custody and processed at the Martinsburg Police Department and later arraigned by a State Magistrate.

Martinsburg Police then executed a second search warrant at 626 ˝ New York Ave. Martinsburg WV at approximately 9:20 AM. Seized in this search was drug paraphernalia and Methadone pills associated with one of the resident’s.

Arrested was John Wayne Newcomb DOB 2 17 68 of 626 ˝ New York Ave. Martinsburg WV. He was arrested on outstanding warrants for Delivery of Crack cocaine and Delivery of Marijuana from an earlier investigation.

He was taken into custody and processed at the Martinsburg Police Department and later arraigned by a State Magistrate on said charges.

On 2/20/08 at 1:20 AM the Martinsburg Police Dept arrested a person at his residence of 108 E. John St Martinsburg on an outstanding warrant for Burglary. He was arrested without incident and taken to the Eastern Regional Jail to await arraignment.

It is alleged in the complaint for warrant that this Burglary stems from the investigation of the Burglary of a residence on Lupton Drive which occurred on or about Jan 13-14, 2008.

On February 18th 2008 at approximately 8:02 AM Martinsburg Police were summonsed by an automatic alarm to Buffalo Wild Wings restaurant located at 796 Foxcroft Ave. Martinsburg WV.

Uniformed officers arrived at the restaurant at approximately 8:06 AM and searched and secured the establishment, checking on the well being and safety of the victim manager. Police officers then searched the immediate area for the suspects and utilized a Martinsburg Police K-9 unit to attempt to establish a track of the suspects.

It was determined from interviewing the victim manager and reviewing the video surveillance that the two suspects confronted the manager as she was attempting to enter the establishment at gun point.

It appears that the suspects were waiting outside of the establishment before the victim employee arrived at the front door.
The suspects then forced the manager into the office area of the restaurant and demanded that she opened the safe. The one suspect then took the currency from the safe while the other suspect kept the victim occupied.

The suspects then fled the establishment via the rear doors of the restaurant and fled the area at least initially on foot. The suspect robbers were able to rob the establishment of an undisclosed amount of cash.

Suspect one: is described as wearing a dark blue or black jacket with dark in color blue jeans, white sneakers and a dark in color ski mask. This subject was armed with what is described as a black in color handgun. This suspect is described as approximately 5-8 to 5-10 in height and slender build.

Suspect two: is described as wearing a dark blue or black jacket, a dark ski mask, light color pants or sweat pants, black sneakers and carrying a blue in color back pack.

2/14/08

On Thursday, February 14, 2008 at 12:51am, the Martinsburg Police Department responded to 421 South Illinois Avenue for a burglary in progress.  Upon arrival, officers made contact with the homeowner who said that she had heard a loud noise at her front door and saw a white male banging on the door in an attempt to gain entry.  Upon seeing the homeowner, the subject fled from the residence.

Officers were given a description of the suspect and area residences were checked.  While conducting a search, officers located a male subject matching the description on the porch of a nearby residence at 419 South Illinois Avenue.  The male, identified as Chad Elder, was then taken back to the residence of the original call, where the homeowner positively identified him as being the person attempting to gain entry into the residence.  Chad Elder was then placed under arrest by Lt. J. Sherman for Attempted Burglary.  An investigation also revealed that Chad Elder also attempted to gain entry into 419 South Illinois Avenue. 

Chad Elder was transported back to the Martinsburg Police Department where he was processed and then taken to the Eastern Regional Jail to await arraignment.  He was charged with 2 counts of Attempted Burglary.

1/18/08

On Friday, 01-18-08 at approximately 0554 hrs, The Martinsburg Police Department responded to a call for an armed robbery that had just occurred. The victim told police the robbery had just occurred and the suspects, two black males, were walking away from him. Pfc M Usack was in the immediate vicinity and located the suspects on Porter Ave near the intersection of W John St. These two suspects, later identified as Kevin Hairston and Leon Yancy, were detained for questioning. Officers were in contact with the victim via cellphone and were able to speak with him at a separate location. The victim, Wilorver Bankhead, stated that he was giving Hairston and Yancy a ride in his van when they demanded money from him. When he told them that he didn’t have any they proceeded to grab him and then strike him multiple times in the head with a hammer like object. Hairston and Yancey then rifled through the victims pockets and took his wallet. Hairston and Yancey then got out of the van and walked away from the area. Officers searched the area near the location of the robbery and located what appeared to be the handle of a hammer like object which had blood on it. Hairston and Yancey were placed under arrest for armed robbery and transported to the police station for processing. Both subjects were transported to the Eastern Regional Jail to await arraignment.

Effective Feb 1, 2008 the Martinsburg Police Dept will implement a scheduling change with regards to fingerprinting for employment, background investigation, public housing applications, etc. The Police Dept will perform this service only on Tues and Thurs mornings, (excluding holidays) between the hours of 9 am and 12 PM (Noon). The cost of this service has not changed. The price remains at $5.00. Those individuals requiring this service should report to the Municipal Court Cashier's window in the lobby of the Police Dept if in need of this service

 On Wednesday, January 2, 2008, the Martinsburg Police Department apprehended a 47 year old male in connection with a sexual abuse investigation.  The male, who’s identity is being withheld due to his relationship with the juvenile victim, is being charged with Sexual Abuse by a Parent.  This arrest stems from an incident occurring on December 3, 2007 in which it is alleged that sexual activity occurred between the suspect and a 3 year old victim in the victim’s bed. 

The suspect was arraigned before Magistrate Overington in Berkeley County and was taken to the Eastern Regional Jail after not being able to post bond.

Ptlm. M. Usack arrested a person for second offense petit larceny. This arrest comes from an earlier complaint which occurred on December 10th 2007.

Ptlm. Usack responded to the Salvation Army located at 505 Virginia Ave. Martinsburg  and spoke to a volunteer representative who said that a person that came there to apply for a Bell Ringer’s position had taken five (5) Christmas gift stockings from the premises.The stockings were filled with various items and meant for children. 

After speaking with other Salvation Army representatives he was able to identify the suspect and also that the Salvation Army did desire to pursue this matter criminally.

Ptlm. Usack was able to speak to the suspect and in this interview he said at first that he took only two stockings but when confronted with the accusation of five he changed it to three.  It also alleges that the suspect had pled guilty to first degree petit larceny in Municipal Court on December 22nd 2004.

Ptlm. Usack said in his investigation, that the stockings were later returned to the Salvation Army by the suspect. The suspect was arraigned by State Magistrate Joan Bragg and his bond was set at $2,500.

On Friday, 12-07-07 at  0320 Hrs, Ptlwn K M Barrett made a traffic stop on a vehicle for a simple traffic infraction at the intersection of W King St and S Raleigh St.  Once Barrett made contact with the driver, she found that his District of Columbia driver’s license was suspended.  The vehicle needed to be towed because none of the other occupants had a valid driver’s license.  During an inventory search of the vehicle, a loaded Taurus 9mm handgun was located under the driver’s seat.  A check of the handgun revealed that it was reported stolen through the Charles Town, WV Police Department.  The driver was arrested for possession of a concealed deadly weapon at that time.  Once on station a check of the driver’s criminal history revealed that he was a convicted felon.  Charges were amended at that time.  Two passengers in the vehicle were also arrested during the stop for providing a false name to officers at the scene and for littering.

On Monday, December 3, 2007 at 0253 hours, Ptlm. Eric Neely of the Martinsburg Police Department attempted to stop a vehicle on Delmar Orchard Road for operating without headlights.  The vehicle initially failed to yield to Ptlm. Neely’s emergency equipment, but then stopped abruptly.  Thereafter, Ptlm. Neely’s vehicle slid off the roadway.  Ptlm. Neely reported that a male passenger exited the suspect vehicle and walked towards him with a handgun displayed.  Ptlm. Neely was able to engage the suspect with his firearm and the suspect returned to the vehicle and fled towards King Street. 

The suspect was wearing what appeared to be blue jeans and a tan coat with fur trim.  The vehicle is described as a smaller dark colored sedan, unknown make or model.  It is unknown if the suspect or suspect vehicle was struck by any rounds.  Ptlm. Neely sustained injuries from the accident and was transported to Winchester Medical Center by a Martinsburg Fire Department medic unit, where he was treated and released.

On Monday, November 26, 2007, the Martinsburg Police Department arrested James Irving Ward on 2 counts of 2nd degree robbery.  Mr. Ward turned himself in without incident.  He was arraigned before Magistrate Humphreys and was given a $20,000 bond.  The charges stemmed from a robbery on 11/16/07, in which it is alleged that the defendant took personal property by threat from occupants in a Martinsburg residence.

On Friday, November 23, 2007, PFC Darby of the Martinsburg Police Department initiated a traffic stop on a vehicle in the area of the 1200 block of North Queen Street.  In conjunction with the traffic stop, Renekki Wilson Jr. was arrested for Possession with Intent to deliver both Crack and Heroin.

Martinsburg Police are currently investigating an armed robbery that occurred at  10:55 AM on 11 16 07 at a residence located in the 600 block of West Virginia Ave. Martinsburg WV. 

The female resident was robbed at gun point as she was entering her residence. The two suspects forced her inside of her residence and then took her to the basement where she was tied up.

The suspects were both armed with handguns and they did steal the victim’s wallet and the victim’s vehicle. The suspects then left the residence in the stolen vehicle in an unknown direction of travel.

Suspect One (is described as)

A Black Male 25 to 30 years of age approximately 5-6 in height and thin build. He is described as wearing dark in color clothes with a black hooded sweatshirt and a black or blue toboggan. He is described as having facial hair possibly a goatee and with unkempt head hair.

Suspect Two (is described as

A Black Male 35 to 40 years of age and approximately 5-10 in height and heavy build. He is described as being clean shaven and wearing dark clothing possibly dark blue or black hooded sweatshirts and a black or blue toboggan.

The vehicle is a 2004 white with gray bottom trim Ford F-150 Pick Up Truck standard cab with an OBX sticker on the rear window glass on the passenger side. It was displaying WV registration 6LS823.

A short time after the robbery Martinsburg Police investigated a report of two suspicious subjects attempting to enter a branch bank located on Foxcroft Ave Martinsburg WV. The two subjects were captured on video surveillance and left the bank before fully entering it.

These subjects are persons of interest at this time as they match the general description of the above described robbers.

On Friday November 16, 2007, the Martinsburg Police Department recovered the stolen vehicle from an earlier armed robbery that occurred on West Virginia Avenue in Martinsburg West Virginia.  The vehicle, a white 2004 Ford F-150 pick up truck bearing West Virginia registration 6LS823, was recovered at approximately 4pm on Fairfax Street in Martinsburg West Virginia.

The Martinsburg Police Department received information that Johnathan Phillip Valentine, who was wanted for 2 counts of Armed Robbery and 2 counts of Wanton Endangerment, was staying at a residence on Trimble Avenue.   Members from the Martinsburg Police Department and the Berkeley County Sheriff’s Office responded to the residence but did not locate him. The suspect had fled the residence prior to the officers arriving and a description was given out to all agencies. 

A short time later the Police Department received a call from City Hospital Security advising that the suspect was on the premises.  Ptlm. Williamson responded and located the suspect. Valentine was placed under arrest and transported to the Police Department for processing.

Valentine was arraigned before Magistrate Overington and was given a $125,000 cash bond stemming from 2 counts of Armed Robbery and 2 counts of Wanton Endangerment.  After being unable to post bond, Valentine was taken to the Eastern Regional Jail.

Warrants for Armed Robbery and Wanton Endangerment were issued for the arrest of Johnathan Phillip Valentine, following an armed robbery occurring on 11/05/07.

Martinsburg Police Department is seeking the communities help in locating an individual wanted on (2) counts of Armed Robbery and (2) counts of Wanton Endangerment.

It is alleged in the complaint for warrant that the suspect did on November 5th 2007 at approximately 10:40 PM did rob at gun point two Berkeley County men near the intersection of Third Street and Cloud Street Martinsburg WV.

It is alleged in the complaint for warrant that the suspect robbed the two men as they were in their truck speaking to a third subject on the roadway. It is alleged in the complaint for warrant that the victims met at this location with the third subject in regards to a Marijuana transaction.

Some of the items stolen were currency,  approximately a half ounce of Marijuana and a loaded 22 caliber semi automatic pistol that one of the victims had in his vehicle in his possession.

The investigation has revealed that the third subject that met with the victims is a 17 year old Martinsburg male that was also involved in the crime itself. This juvenile was identified by Martinsburg Detectives and faces criminal prosecution in regards to this incident.

It is also alleged that the juvenile suspect gave consent to police detectives to search his room at his residence and seized in this search were the blue bandanna that was identified as being the item worn by the robber and a baggie of Marijuana that was advised by the juvenile to have been taken during the armed robbery.

Suspect:  Jonathan Phillip Valentine DOB 11 16 88 described as a white male 6-0 in height and 150 pounds. He lists no fixed address. And he is possibly still armed with both weapons. The investigation into this incident is continuing.

On Tuesday, November 6, 2007, officers were on patrol when they noticed a vehicle sitting in the 800 block of Buxton St., in Martinsburg.  The vehicle was sitting with the door open and Ptlm. Strickler stopped to check on the vehicle. Officers noticed two people inside the vehicle and the passenger had an open container of alcohol.  Ptlm.English approached the passenger and saw him hiding something under the passenger seat.  The occupants were removed from the vehicle and the owner of the vehicle consented to a search . During the search Ptlm. English located a cigarette pack, under the passenger seat, which contained 9.4 grams of crack cocaine, individually packaged for sale.

The driver of the vehicle was Sara Lynn Jackson, 30 years old, from Hedgesville and the passenger was Marcus Lashawn Winfrey, 22 years old, of Martinsburg.  Both Jackson and Winfrey were arrested and placed in the Eastern Regional Jail awaiting arraignment on the charges of possession of crack cocaine with the intent to deliver and conspiracy to deliver crack cocaine.

On Thursday, October 25, 2007 at  9:30 P.M., the Martinsburg Police Department was called and provided with information from an area citizen regarding a threat to a Martinsburg High School student.  The information alleged that on Friday, October 26, 2007, a fellow student was to bring a firearm to school and shoot a fellow student.

 Martinsburg Police Department Officer J.R. Butcher, the assigned Martinsburg High School Resource Officer responded immediately to the police department to assess the complaint.  Members of the Martinsburg High School Administration were contacted, as were Chief Ted Anderson, Det. Sgt. G.B. Swartwood and Det. Cpl. Scott Doyle.

 Subsequent investigation provided the officers with the name of a fifteen year old male Martinsburg High School student who was identified as the  alleged victim.  He was interviewed at the Martinsburg Police Department by investigating officers.  His parents also accompanied him to the police department.  The victim provided investigators both a verbal and video-taped statement.  The victim advised that for approximately the past two weeks he has been “shaken down” by another Martinsburg High School student regarding a $29.00 debt.  The victim advised that on October 25, 2007, the suspect advised him that if he did not pay him his money tomorrow (10/26/07) he was going to bring a gun to school and “blast him.”

Further investigation revealed the suspect to be Alan Ramirez, an 18 year old male, who was enrolled as a student at Martinsburg High School.  The suspect resides at 36 Memory Lane, Martinsburg, West Virginia.

 After additional investigation by Officer Butcher and Martinsburg Detectives, officers contacted Berkeley County Magistrate Joanne Overington in the early morning hours of October 26, 2007 and secured a warrant for Alan Ramirez’s arrest on a charge of Assault. Martinsburg officers returned to Ramirez’s residence and arrested him without incident at approximately 3:30 A.M.  He was processed at the Martinsburg Police Department and remanded to the Eastern Regional Jail pending arraignment.

 On October 26, 2007, Martinsburg Police officers obtained three (3) search and seizure warrants from Berkeley County Magistrate Joan Bragg. All three of these search and seizure warrants were executed on Friday, October 26, 2007.  The search of Ramirez’s two (2) lockers at Martinsburg High School (general & gym lockers) revealed no evidence.  The search of Ramirez’s residence off Grapevine Road in Berkeley County, was effected with the assistance of the Berkeley County Sheriffs office.  Located during the search of the residence were two (2) BB type weapons and one very realistic CO2 style semi-auto type pistol.  These items were seized by Martinsburg police officers.

 Martinsburg Police officers worked closely with the administrative staff of both Martinsburg High School and Berkeley County Schools during this investigation.  We appreciate greatly the assistance they rendered as well as that of the Berkeley Co. Sheriffs Office in the execution of the search and seizure warrant at the suspect/defendant’s residence.

At 3:18 AM Martinsburg Police arrested an individual on an outstanding felony warrant for transferring stolen property. This subject was arrested in a vehicle near the intersection of Raleigh and Stephen Street by Pfc. Justin Darby. The defendant was processed at the Martinsburg Police Department and placed in the Eastern Regional Jail for later arraignment.

Arrested: Chad Michael Spaur DOB 10 23 86 listing an address of 627 North Third Street Martinsburg WV.

On 10 26 07 at 9:30 AM, Martinsburg Detectives, Det. Sgt GB Swartwood and Det Cpl. S. Doyle along with Ptlm. D. English arrested an individual on outstanding warrants for Malicious Wounding and Wanton Endangerment at his residence of 38 Classic Vanville Road Martinsburg WV.

This arrest came in the conjunction with a search warrant for the suspect’s residence which was executed with the assistance of the Berkeley County Sheriff’s Department Special Response Team. A loaded 9 MM Ruger revolver and a box of ammunition was seized in this search for evidentiary purposes.

It is alleged that this subject was the shooter in an October 7th 2007 case in which Astley Rose Brown suffered a gun shot wound to his leg and the residence of 316 Centre Street Martinsburg WV sustained four bullet hits and property damage.

The subject was processed at the Martinsburg Police Department and later arraigned by a State Magistrate.

On Saturday, 10-13-07 at  0128 hrs, Cpl C M Phelps was on patrol in the area of the Adam Stephen House on E John St.  Cpl Phelps had observed what appeared to be several juveniles in the area.  While speaking with one of these juveniles, Phelps observed what appeared to be another juvenile emerge from the shadows of the railroad tracks pushing a bike.  Phelps approached the subject to identify him.  While speaking with the subject he appeared to be very nervous.  For officer safety Phelps was about to conduct a pat down of the subject and asked him if he had weapons or illegal items on him.  The subject stated that he did and pulled up the front of his sweat shirt to reveal the stock of a rifle sticking out of the subject’s waistband.  Phelps retrieved the rifle which turned out to be a Hi-Point 9mm rifle.  A fully loaded magazine was also located in the subject’s pants pocket.  Phelps placed the subject under arrest for carrying a concealed deadly weapon.

October 6, 2007 Officers went to 222 West Race Street, Apartment A, in an attempt to locate an individual wanted on a failure to appear charge thru Martinsburg Municipal Court.  The individual, Roger Carter Doleman, Jr., 21 years of age, was located and arrested.  A search of Doleman resulted in $110 in U. S. Currency being located.  When asked where he worked Doleman stated that he was not employed and that his mother gave him the money.  Doleman was transported to the Martinsburg Police Department where a detailed search of the individual netted 2.4 grams of crack cocaine.  A search warrant for the aforementioned residence was subsequently issued by a Berkeley County Magistrate and executed.  The search resulted in additional items associated with illicit drug sales being seized.  Doleman was taken to the Eastern Regional Jail to await arraignment by a Berkeley County Magistrate on a charge of Possession with Intent to Deliver Crack Cocaine.  The case was investigated by Officer D. L. English.

Also arrested at the same location was 20 year-old Raheim Raphael Doleman on a charge of Obstructing an Officer.  The individual was arrested after interfering with the officers’ attempt to locate his brother, Roger Carter Doleman, Jr.  The latter Doleman was arraigned by a Martinsburg Municipal Magistrate and released after posting bond.

On October 07, 2007 at 7:12 PM, the Martinsburg Police Dept. responded to 316 Centre Street for a report of shots fired.  Upon arriving, officers located four shots which had struck the front of the apartment building.  One shot went through a window and was lodged in an interior wall.  Officers located a blood trail leading to the front and rear door of apartment 7.  After several attempts to get someone to the door, Officers forced entry to search for a possible victim.  Once the apartment was cleared, Officers secured the apartment and obtained a search warrant which was subsequently executed.  Officers were also notified of a gun shot victim at City Hospital.  The victim, Astley Brown, sustained a single gun shot wound to his leg and was treated and released.

A possible suspect vehicle was described as a green Saturn or possibly a Cavalier occupied by two black males.  Anyone with information is asked to contact the Martinsburg Police Dept. at 304-264-2100 or Crime Solvers at 304-267-4999.

On 10/6/07 at 426 AM officers responded to the Los Americanas Grocery at 533 Winchester Ave for an alarm. They found the front door of the business shattered, and someone had made entry. After reviewing security film it was determined that a thin build black male wearing a ball cap, dark shirt and khaki pants broke the door, entered the business and removed the cash register. The suspect was seen leaving the store in a late 1990's to early 2000's white Dodge Ram 1500 regular cab pick up. Currently we are also investigating two other break ins at the Quizno's Restaurant at 930 Foxcroft Ave. and the China King Restaurant at 1313 Old Courthouse Square. All of the crimes occurred in the same time frame and they are still under investigation. The same suspect may have been involved in all three of these crimes.

On Sept 30, 2007 at 3:00 AM the Martinsburg Police Dept was called by the Waffle House Restaurant on S. Foxcroft Ave for a fight in the parking lot of the restaurant. The call was followed moments later by a report of shots fired in the parking lot about 20 feet from the windows where customers were seated.

Witnesses stated that 3 b/m’s were involved in a fight. Two of these subjects got into a gold or tan 4 dr Nissan. The third subject displayed a handgun and started firing shots as he was walking toward the vehicle and as it was speeding out of the parking lot. The vehicle was last seen heading south on Foxcroft Ave.

5 shots were fired from a .45 caliber handgun and shell casings were found in the parking lot. One of the fired shots went across Foxcroft Ave. and struck the wall of the ROCS gas station, also on Foxcroft Ave. The gas station was closed at the time.  It is unknown if the vehicle being shot at was struck.

The suspect then, according to witnesses, got into a gold colored vehicle and fled the scene. The suspect is described as a b/m approximately 6 feet tall, mid 20’s, white hat, average build wearing white and black or blue striped shirt.

The Martinsburg Police Dept is requesting assistance from anyone that may have knowledge of the suspect or the person(s) being shot at or were a witness to the shooting to contact the Martinsburg Police Dept at 304 264 2100.

 Also responding and assisting with this incident was the Berkeley County Sheriffs Office and the WV State Police.

On 9 25 07 Martinsburg Police executed two search warrants and were given consent to search a third residence.

At approximately 6:00 PM Martinsburg Detectives along with the Special Response Team executed a search warrant at 300 West Race Street apartment A Martinsburg WV. Police seized prescription pills which were not issued to the residents.

At approximately 6:53 PM detectives along with the SRT executed a second search warrant at 307 North High Street Martinsburg WV. Police seized a small bag of Crack cocaine and other items associated with its use. Two persons were arrested from this residence.  

Ronald Voloris Foster DOB 12 28 51 of 307 N. High St. Martinsburg WV was arrested for a warrant for failure to appear for Municipal Court. 

Debra Kaye Cook DOB 7 18 56 listing no fixed address was arrested for possession of a controlled substance (crack cocaine).

Later in the evening at approximately 7:42 PM Martinsburg Police performed a child welfare check on an area residence and were granted consent to search the residence. Sgt John Sherman, Ptl. Brian Rouse and Ptl Derrick English responded to a residence located at 614 North Second Street Martinsburg WV.

After consent was given, the officers located and seized approximately 10 grams of suspected Crack cocaine, and 8 ˝ grams of suspected cocaine powder and approximately 1 gram of suspected Marijuana.

Also seized was $1840.00 in currency and an SKS assault style rifle  which was loaded with one round chambered. The investigation is ongoing at this time.

At 2:02 PM Officers responded to City Hospital Emergency Room for a disturbance. The disturbance was a patient that had battered a Doctor. The patient was being discharged after treatment and became abusive and threatening and then struck the Doctor in the face and was subdued by medical staff.

Charles Myers 11/6/59 of Roberts Gardens, Martinsburg. He was taken to the Eastern Regional Jail to await arraignment.

The Martinsburg Police Department is seeking the communities assistance in helping to locate the bank robbery suspect from the bank robbery which occurred on 9 18 07 at the Summit Community Bank located at 1301 Edwin Miller Blvd. Martinsburg WV.

Martinsburg Detectives were able to make identification of the robber and obtained a felony warrant for Armed Robbery from State Magistrate JoAnn Overington.

The suspect is believed to be traveling in a green in color 4 door 1997 Plymouth Breeze with WV registration 6LS770.

The suspect was identified as:

Jarad Wayne Clark DOB 05/30/80 listing an address of Martinsburg WV.

On Tuesday, September 18, 2007 at 2:08pm, the Martinsburg Police Department responded to the Summit Community Bank, located in Old Courthouse Square which is adjacent to Edwin Miller Boulevard, for a robbery that had occurred. A white male with a grey sweatshirt, painters pants, sunglasses and a red baseball hat had entered the bank and approached a teller. The suspect then presented a note saying that he had a gun and demanded money. The suspect was given an undisclosed amount of currency and he left the building on foot into the parking lot. No employees of Summit Community Bank were injured in this incident. The Berkeley County Sheriff’s Department and the West Virginia State Police also assisted with the search for suspect.

The suspect is described as a white male, approximately 5’8-5’10, slender build wearing a red baseball style hat, a grey sweatshirt, painter’s pants and sunglasses.

Martinsburg Detectives were in contact with the State Medical Examiners Office in Charleston WV. The autopsy was performed on Richard Amundson-Decicio by State Medical Examiner Dr. Zia Sabet.

The cause of death was listed as multiple gunshot wounds of the head and trunk and the manner of death was homicide.

There were two bullet wounds to the back of the head, one in the right shoulder, one in the left lateral chest and one to the lower left back.

Police have executed additional search warrants in regards to this homicide and gained other items.

At 4:05PM Officers responded to 210 Gussie Ave for a shooting victim. When they arrived they found a female with a gun to her head. A tazer was used on the female and she was brought under control. The house was secured and Police searched the house for victims. Martinsburg Detectives along with members of the Eastern Panhandle Drugs and Violent Crimes Taskforce were also called to the scene.

A deceased victim was found with what appeared to be gunshot wounds. A search warrant was also obtained and other items were recovered from the house.

The female was placed under arrest for murder and was taken to the Police Department and later taken to the Eastern Regional Jail.

A .22 caliber pistol was found in the house and it is believed to be the murder weapon. An autopsy is scheduled to be performed on Monday 9/17/07 in Charleston WV on the deceased male.

The victim was identified as Richard Amundson-Decicio , 8/22/62.

Arrested was Maria Decicio-Smith, 10/25/72 also of 210 Gussie Ave Martinsburg

The Martinsburg City Police are seeking information as to the identities of the driver and two passengers of a stolen vehicle. On September 7, 2007 at approximately 4:38 AM an officer attempted to stop a white 1996 Jeep Cherokee bearing Virginia registration BADKTTI for making an illegal turn. The driver attempted to elude the officer for several blocks before abandoning the vehicle and all three occupants fleeing on foot near the intersection of North Queen and Moler Avenue. The suspects are described as black males, at least one of whom was carrying a handgun. It was later determined that the vehicle had been stolen from Winchester, Virginia earlier that evening.  On Tuesday, September 04, 2007, a warrant was issued by Magistrate Sandra Miller for the arrest of Vincent Mahoney (DOB: 03/31/67), charging him with Grand Larceny, which stemmed from an incident that occurred on 08/19/07.

The Grand Larceny warrant was issued after a John Deere Lawn Tractor, valued at $3,999.99, was nearly stolen from Lowes, located on Apple Harvest Drive, at 2:12am on August 19, 2007. On that date, the Martinsburg Police Department received a complaint of a larceny in progress of the tractor by two subjects identified as white and black males. The suspects had cut the tractor from a security chain and were attempting to load it into the back of a Mercury Villager van, when Ptlm. Bettis of the Martinsburg Police Department arrived at the scene. The suspects then left the mower, entered the van and proceeded to enter onto northbound Interstate 81, while failing to stop and being pursued by police. A vehicle pursuit then ensued by Chief T.C. Anderson and Ptlm. Bettis of the Martinsburg Police Department and Deputies with the Berkeley County Sheriff’s Office on the northbound lanes of Interstate 81.

The vehicle pursuit was eventually led by Deputy Clarke of the Berkeley County Sheriff’s Department. The suspects led Deputy Clarke and other officers to a location in Morgan County where ultimately the vehicle stopped and the occupants exited the vehicle on foot. The driver, identified as a white male, proceeded to jump into the Potomac River and swim away. The passenger, identified as a black male, was not located.

The van involved in this incident was registered to Vincent Mahoney and photographs of him were obtained. Identification of Vincent Mahoney as being the driver of the van was made by officers involved in this incident based on eyewitness accounts and video surveillance.

On Wednesday, August 22, 2007 at 0330hrs., Ptlw. S.A. Spiker responded to Sheetz convenience store, on West King Street for a medic assist.  Upon arrival, it was advised by medics that a person was incoherent in the backseat of a taxi.  Ptlm. Stanley and Ptlw. S.A. Spiker then removed the person from the vehicle and located a pill bottle on him.  Once opened, it was learned that the pill bottle contained 14 pieces of crack cocaine, weighing approximately 3.3 grams.  The person said that his name was Michael Louis.  He was then placed under arrest for Possession with Intent to Deliver crack cocaine and was transported to the Martinsburg Police Department.  Later he was taken to the Eastern Regional Jail where he was arraigned.

On Thursday, August 23, 2007, a check was performed through the FBI fingerprint analysis department using Michael Louis’s fingerprints.  It was determined based on fingerprint analysis that that he had provided a false name.  The fingerprints provided were determined to belong to Sauncoir Michael Francois.  Mr. Francois was wanted by authorities in Winchester Virginia for a bond revocation for violation of pre-trial conditions of release.  He was then charged as a Fugitive from Justice at the Eastern Regional Jail and was awaiting arraignment.

The Martinsburg Police Department is seeking the communities assistance in locating an individual wanted

It is alleged that on 8 23 07 at approximately 12:45 AM  Sgt Shannon Armel performed a traffic stop on a 1980 Cadillac Deville in the area of the 300 block of North Queen Street, after the vehicle was driving erratically.

In the investigation he had the driver and the passenger out of the vehicle as he was accompanied by Ptlm. Erin Gibbons. The driver bolted from the area and was ordered to stop by Ptlm. Gibbons. Ptlm. Gibbons pursued the suspect and ordered him to stop or he would use his Tazer. He said the suspect pointed a pistol at Ptlm. Gibbons and the Tazer was deployed.

During this encounter the suspect apparently dropped his pistol but was able to gather himself and he continued to flee on foot and remains at large. A loaded 9MM semi automatic pistol was recovered at the scene.

 On Friday, August 03, 2007, Ptlm. D. L. English was on patrol on Viking Way, in Martinsburg when he noticed a black over silver Ford Explorer driving in a reckless manner.  Ptlm. English pursued the Explorer and finally got the vehicle to stop in the parking lot of Office Max, just off of Foxcroft Ave.  Ptlm. English approached the driver and identified him as Troy Brammah, 32 years of age,of 1331 Hillcrest Drive, Frederick, MD.  A driver’s license check revealed that Brammah was driving on a revoked WV drivers’ license.  Mr. Brammah was revoked for driving under the influence of alcohol.  The driver was placed under arrest for the charge of driving revoked for DUI.

During the stop, Ptlm. English found baggies containing powder and crack cocaine lying on the parking lot beside the passenger’s door.  The passenger was identified as Smith Saul, 33 years old, of 23 Main Street, Woodstock, VA.  Through his investigation, Ptlm. English found that the passenger had dropped the illegal drugs out the passenger window when they were stopped.  Smith Saul was taken into custody for possession with the intent to deliver cocaine and crack cocaine.  During a search of Mr. Saul, Ptlm. English located drug paraphernalia and a large amount of cash which were seized along with 1.3 grams of cocaine and 2.2 grams of crack cocaine.

Both Brammah and Saul were placed in the Eastern Regional Jail awaiting arraignment.

On Saturday, July 28, 2007 at 1945 hours, Ptlm. English and Ptlm. Luciano stopped a vehicle for failing to stop at a stop sign off of Mall Drive and Snapp Street.  Ptlm. English stated that the driver appeared to be nervous while speaking with him and the driver gave his consent to search the vehicle and his person.  Upon searching the driver, over $1200 was located along with a room key to the Days Inn located on Viking Way.  A small amount of marijuana was located while searching the vehicle.  When asked if he was staying at the Days Inn, the driver denied having a room there but Ptlm. Polinik responded to the Days Inn and confirmed that room 321 was registered to the driver.  Based on this information, Ptlm. English believed that the driver may in the area selling drugs and asked for consent to search the hotel room.

The driver gave consent and Officers followed him to the Days Inn where they conducted a search of the room.  While searching, Officers seized 108 grams of crack cocaine, 122 grams of powder cocaine, 82 grams of marijuana, 5 ecstasy pills, scales and packaging materials.

 Arrested was Laquon Hill, DOB:06-24-1982 , and a listed address of 133-06 142 Street Queens, NY 11436 .  Mr. Hill is being held at the Eastern Regional Jail to await arraignment

On 07-10-07 Ptlm. Q.D. Burner responded to Freidman’s jewelers located at the Martinsburg mall in reference to the grand larceny of six diamond rings valued at over $16,000.  Burner spoke a Freidman’s sales associate who said that she had dealt with two suspicious subjects described as black male and black women on 07-09-07 at approximately 1700hrs. 

The black male is described as being heavy set 35 to 45 yrs old 5-11 to 6-0 tall 200 to 220lbs with lightly trimmed facial hair wearing a white baseball hat, white tee shirt and khaki shorts.  The black female subject is described as being 35 to 45 yrs old 5-7 to 5-9 tall 200lbs wearing a fake ponytail piece and an aqua shirt.

 Burner advised that the sales associate had shown the subjects rings from the same case that the stolen rings had been located.  Burner advised that the rings were in the store inventory the night before and the case had not been opened for any other customers during the day of business.

 Burner viewed the store video surveillance which showed the sales associate showing the two subjects several rings from the case with the male distracting the sales associate’s attention away from the open case by holding a ring out to the side.  At this time a second black male subject entered the store and approached the open case.  This subject is described as being 18 to 25 yrs old 150 to 170 lbs with corn rowed hair

With the sales associates back turned the second male reached behind the counter into the case and took the display containing the rings in question.  The second male quickly concealed the display under his shirt and walked out of the store.  At this time the female asked the sales associate for the location of a rest room and left the store.  The first male then asks the sales associate for the credit application and also leaves the store.

The video surveillance also shows both males in the store together prior the case being open with the first male talking to the second male and pointing at the stolen display.  The video then shows the second male leaving the store and the first male approaching the sales associate to begin the operation.

 Burner advised that this trio appears to be well organized and has probably committed several similar crimes in the past.  Anyone with any information regarding this case should contact Det. Sgt. Swartwood or Ptlm. Burner at the Martinsburg City police department.

On July 15, 2007 at 3:17 AM Ptlm. J. Luciano was on routine patrol in the area of Winchester Ave and W. King St. when he drove toward the 7-11 store located at the corner of Winchester Ave and W. King St.

He saw, as he approached the store that the employee from the store was outside on the sidewalk waving her arms in an attempt to get Ptlm. Luciano to stop. He pulled into the parking lot to see what was going on and the clerk was trying to tell him something about a motorcycle and its driver that was sitting in the lot in front of the store. He could not tell at this point what was going on but got out of his vehicle to attempt to talk to the driver of the motorcycle and investigate. The driver of the motorcycle looked at the officer and took off out of the lot while the officer was still out of his vehicle.

Ptlm. Luciano got back into his vehicle and wanted to stop the motorcycle to see what had happened. The motorcycle had pulled out of the lot very quickly and as soon as the officer pulled out onto Winchester Ave and turned on his emergency equipment he saw the motorcycle speed away at a very high rate and was at that time more than two blocks away from him.  The officer quickly lost sight of the motorcycle and turned off his lights and siren. The officer continued south on Winchester Ave and after traveling over the next two hills saw the motorcycle had crashed into a utility pole at the corner of Winchester Ave and Berry St on the west side of the road. The motorcycle never made the curve in the 700-800 blk of Winchester Ave due to it’s excessive speed. The driver of the motorcycle was thrown forward and after medics from the Martinsburg Fire Dept responded to the scene, the driver was pronounced deceased.

The investigation into the incident revealed that the motorcycle and driver came into the 7-11 and nearly lost control of the motorcycle while coming into the parking lot. The driver went into the 7-11 and was remarking how intoxicated he was and that he nearly wrecked already. He said he wore the wrong glasses and that he had just come from some bars. He had gotten into an argument with some other customers and the store employee was trying to keep him there until Police could be contacted so that he did not drive away. It was then that Ptlm. Luciano pulled into the lot and the motorcycle sped away.

The driver of the motorcycle was found to not have a driver’s license and was revoked for two prior DUI convictions. The registration plate on the motorcycle was not the proper plate for it and the motorcycle was found to have been stolen from Stafford Va.

The Berkeley County Coroner was called to the scene. Toxicological results are pending. The Martinsburg Police were assisted by the WV State Police, the Berkeley County Sheriffs Office and the Berkeley County Deputy Reserves.

 The driver was identified as Ronald S. Gordon, age 29, of Buxton St. Martinsburg.

Martinsburg Police arrested an individual on an outstanding misdemeanor warrant for engaging in solicitation of prostitution issued in Municipal Court. An investigation had been conducted by the Martinsburg Police Department. This subject surrendered himself at the police department on 6 28 07 at 9:00 AM to Martinsburg Detectives.  

It is alleged in the complaint for warrant that the subject did engage in prostitution by engaging in sexual activity with a female for sixty dollars. It is also alleged that the suspect did provide police a video taped statement in regards to his actions involving this incident.

Allegedly the sexual encounter occurred on 6 19 07 at the P. O. Faulkner Ball Park Complex in Martinsburg WV. The suspect was arraigned by a Municipal Magistrate Jill Bishop and was released on $167.00 Personal Recognizance Bond awaiting further court proceedings.

On June 12 2007 at 21:25 hours the Martinsburg Police responded to 822 Winchester Avenue (Dairy Queen) for an armed robbery in progress.

On the scene officers were told that a dark skinned male , wearing a bandana and a hood to obscure his face , displayed a handgun and demanded cash from an employee of the establishment.  A witness noticed freckles and/or acne scars on the suspects exposed portions of his face.

After obtaining an undisclosed amount of currency the suspect fled from the establishment in a red sport utility vehicle described as being similar in design to a Geo Tracker with a spare tire mounted on the rear.

There were no injuries resulting from the incident.

On June 1, 2007 at 4:12 PM the Police Dept responded to 1275 N. Queen St, Big Lots Parking lot, for a pedestrian struck by a vehicle complaint. Ptlwm. Sarah Spiker conducted the investigation.

A vehicle operated by Marissa Ramos,21, was backing out of a parking space when the vehicles left rear quarter struck Harold E. Churchey, 79, knocking him to the ground. Churchey was transported to City Hospital and later to Washington County Hospital.

On June 2, 2007 at 6:47 PM we received information that Churchey has passed away. Police are awaiting a final report from the Medical Examiner's determining the exact cause of death. No charges have been filed and the case is still under investigation.

On May 27, 2007 at 1:45 PM  Ptlms. Polinik, Bleigh, Neely and Mullenix responded to 495 E. Burke St in Martinsburg to serve a Family Protection Order and Domestic Battery Warrant on Gerald W. Marple age 31. When the officers arrived the suspect had already left.

Officers were allowed to come into the residence by the victim who was at the residence to retrieve belongings. When officers checked the residence they found multiple types of firearms to include an assault rifle, handguns and a shotgun. Also found were multiple types of ammunition. Checking the residence further officers found materials used in the making of explosive devices. These included a white powder, black powder, a coil of fuse, military style training grenades and pvc pipe which is commonly used in the making of pipe style bombs. One small pipe bomb was found which was already capped at both ends using a piece of pvc pipe. Other items that could be used to make small explosive devices were also found within the residence.

Martinsburg Fire Department and Berkeley County Haz Mat were contacted. They responded to the residence along with TFC L.A. Faircloth, an explosive specialist for the WV State Police. They determined the powders could be used in the making of explosives. TFC Faircloth took possession of the powders and other items to be destroyed in a safe manner.

A felony warrant charging Marple with Illegal Possession of Explosive Devices was then obtained by Ptlm. Polinik.

 Area agencies were made aware of the existence of the warrant and that Marple was possible armed and in the possession of other explosive devices within the vehicle he was operating. His residence was watched during the night and after other investigative work by Det. Sgt. Swartwood and Det. Doyle, Marple was contacted and agreed to come into Martinsburg voluntarily. He was located in the 100 blk of E. Race St in his vehicle and was apprehended. He was taken to the Eastern Regional Jail to await arraignment. No further explosive devices or weapons were located. _______________________________________________________

THE SUICIDE THAT WASN"T WHAT IT SEEMED

Police Officers responded this morning at 0815 for a call of a suicide at the Allegheny Power Company on Wilson St. The person that called stated that a person was hanging high up on a pole on the Allegheny Power Property. The caused a response of the Police and Fire Dept. When we arrived it seemed as though someone had climbed a power pole and had in fact hung themselves. Looking at the man on the pole from the street it appeared that there was a suicide and we were, for a minute, wondering how we were going to get the man down off of the pole. It wasn't until we were able to walk to the side of the property that we realized that it was a mannequin on the pole and that Allegheny Power was using it for training exercises on pole climbing. We found several other "victims" hanging on other poles as well.

On April 29, 2007 at 7:15 PM the Martinsburg Police Dept was called to 738 Winchester Ave for a report of shots fired. Officers responded and found two males coming from the residence. One was covered in blood. They were secured on the front porch of the residence. The house was searched for injured parties. Several other people were located in the residence. No one was found to have been injured as a result of the gunshots.

The investigation of the incident revealed that a domestic disturbance had occurred between Danny Rhodes DOB 11/3/74 and Britney Levier DOB 10/20/88. They both reside at 738 Winchester Ave. Levier had battered Rhodes and then she injured herself by putting her hands through a window causing severe injuries to her hands and that was the cause of the blood seen on Rhodes on the front porch. Levier was transported to City Hospital for treatment.

After the battery had occurred Rhodes had on his person a handgun which he pulled out in the kitchen of the residence and fired three rounds. Evidence of the rounds fired was found in the walls and ceiling. Two of the rounds went through the wall of 738 and struck the residence next door at 734 Winchester Ave. Further, one of the rounds that struck 734 went through the wall and struck another interior wall within 734. No one was injured in 734.

Found also within 738 as a result of finding the handgun was approximately 7 ounces of marijuana, packaged for sale.

Charged was….Rhodes for Wanton Endangerment with a firearm and Possession with the Intent to Distribute Marijuana. Levier was charged with Domestic Battery and Obstructing an Officer. Both were processed and taken to the Eastern Regional Jail to await arraignment

On Saturday, April 28, 2007, members of the Martinsburg Police Dept. responded to the Martinsburg Mall for a report of a robbery that just occurred.  Upon speaking to the victim, he stated that a black male stood behind his vehicle preventing him from leaving as another black male approached him and demanded money.  No weapons were displayed, but the victim was threatened and feared bodily injury if he did not comply.  The suspects made off with $20 from the victim. 

 As Cpl. S.F. Funkhouser and Ptlm. S.A. Shelton were speaking to the victim, the victim pointed out the suspects.  Ptlm. E.J. Herb approached the suspects along with Ptlwmn. Barrett and Ptlm. Parks.  While Ptlm. Herb was speaking to one of the subjects, the subject was arrested for an unrelated charge.  The victim then provided detailed descriptions of the subjects involved and positively identified them on scene.

Arrested were a juvenile for aggravated robbery and Eril Merius, 5-22-1985, of Fort Pierce, Florida for accessory before/after the fact.  The juvenile was detained at Vicky Douglas Detention Center and Merius was transported to ERJ to await arraignment.

4/21/07

On 4/21/07 at 3:04 AM officers responded to a shooting outside of 2500 Martins Landing Apartments. The victim was found and said he was confronted by two black males wearing black clothing outside the breezeway to the building. One of the suspects pointed a pistol at the victim. The victim tried to run from the suspects, but tripped and fell in the parking lot. One of the suspects then fired a shot towards the victim, but missed. The suspect then demanded the victim's wallet. After taking the wallet, both suspects fled the area. The victim was not injured. On 4/20/07 Pfc. R. Butcher received an anonymous tip that a person matching the description of a suspect in a recent bank robbery that occurred in Hagerstown Md. was known to be in the Martinsburg area.

Pfc. Butcher along with other members of the Martinsburg Police Dept, the Hagerstown Police Dept., and the FBI were able to locate the suspect. Members of this joint investigation found the suspect at 223 Frederick St. Martinsburg.

The suspect fled into the house and refused to come out. A K9 unit was called to the scene and the residence was searched. During the search the suspect surrendered himself to uniformed officers. Detectives from the Martinsburg Police Dept. executed a search warrant on the house and on a vehicle at the residence to assist Hagerstown Detectives. Evidence was located and was turned over to the Hagerstown Police Dept.

The suspect was identified as Ryan Eugene Renner of 223 Frederick St Martinsburg. DOB of 12/18/83. He is currently at the Eastern Regional Jail on charges of Obstructing an officer and fugitive from justice. Hagerstown Police has obtained warrants for Renner for the charges of robbery and felony theft stemming from the 4/19/07 robbery of the Fidelity bank in Hagerstown Md.

On April 20th at 4:30 PM Det. Sgt. G.B.Swartwood and Det. S. Doyle along with Ptlm. D. English arrested a suspect at a Franklin Ave. address on 21 Felony warrants.

The suspect was arrested in regards to his participation in two home invasion armed robberies in which several victims were robbed at gunpoint of their belongings. These robberies occurred on S. High St on 4/15/07 and S. Rosemont Ave on 4/12/07.

The suspect was arrested on 7 counts of armed robbery, 7 counts of burglary and 7 counts of wanton endangerment. He was arraigned by Magistrate Harry Snow and his bond was set at $610,000 cash only. He was taken to the Eastern Regional Jail in lieu of bond. The investigation into these robberies is ongoing with another arrest expected.

Arrested was Victor Brian Potter Jr of 615 W. Burke St Martinsburg.

On Saturday, March 24, 2007, uniformed Officers responded to 345 Yoakum Ave. for a report of a burglary in progress.  Upon speaking to the residents, they advised that they were sleeping when they heard their youngest son yelling at someone to get off him.  The mother went to her son’s room where she found two black males wearing camouflage.  One of the subjects pointed a gun at her and took her back to her room and demanded money, guns or drugs.  The mother gave the subjects an undisclosed amount of cash and the residents were tied up. The suspects ransacked the house looking for valuables when the oldest son came home.  He was approached by the suspects as he entered the residence and they told him they found his gun and would kill him if he didn’t tell them where there was more money.  The suspects were told that there was a safe in their shed to get them out of the house. The oldest son took them out back and opened the shed and then fled to a neighbor’s house.  The suspects then fled the area on foot.

 Detective Cpl. S.F. Doyle responded and assisted Ptlm. R.R. Bleigh and Ptlm. J.S. Everhart with the collection of evidence and interview of the victims.  This case is still under investigation and anyone with information is asked to contact the Martinsburg Police Dept. at 304-264-2100

On Mar 23, 2007 the father of a two year old girl reported abuse of a child which resulted in severe bruising to her lower back, buttocks and upper leg area. The father indicated the child may have been subjected to the abuse at her mother's residence located on Half St. Martinsburg. The child was subsequently transported to City Hospital for examination where it was determined that the child had in fact been the victim of abuse. On Saturday Mar 24, 2007 the mother of the child was interviewed at the Police Department. The 19 year old mother admitted she had disciplined the child by spanking her because the two year old had urinated on the floor during the course of the mother attempting to "potty train" the child. The live in boyfriend of the mother reported he had witnessed the mother discipline the girl for the same reason. An arrest warrant was later issued by Berkeley County Magistrate Sandra Miller. The mother was arrested and charged with a felony count of Child Abuse Resulting in Injury. The arrestee was taken to the Eastern Regional Jail to await arraignment. Names are being withheld.

On Saturday, March 17, 2007 the Martinsburg Police Department received a complaint of an Armed Robbery on Gauguin Drive located in the Gallery Subdivision off of Del Mar Orchard Road.  Officers responded and met with a female pizza delivery driver who reported she had been robbed at gunpoint.  The suspects fled on foot and were tracked by uniformed officers and a Martinsburg Police Department K-9 Unit to a residence on Picasso Court where they were located inside the house.  Additional investigation by the officers and the detective bureau resulted in evidence of the crime being recovered and the arrest of two (2) 17 year old male Martinsburg residents.  The juveniles subsequently confessed to the crime.  One arrestee has been charged with Armed Robbery and remanded to the juvenile detention facility.  The second has been charged with Accessory after the fact of Robbery and released into the custody of his parents until a court date is set.

On Friday, March 02, 2007, the Police Department arrested Samuel Lee Rose Jr., of 64 Sopwith Way, Martinsburg, on warrants obtained for Wanton Endangerment and being a Felon in Possession of a Firearm.  Mr. Rose was arrested without incident from Apartment 933 of Building 2000 in Martins Landing.  He was arraigned before Magistrate Joan Bragg and was given a $15,000 bond for the offenses, which was posted.

Mr. Rose was charged for the offenses stemming from a February 24, 2007 incident at the Martins Landing Complex in which gunfire erupted between a group of individuals in the roadway.  During the incident, Mr. Rose was struck in the abdomen and then sought treatment for the wound at City Hospital.  He was treated briefly and was released. 

Currently this investigation is under investigation.  Anyone with information regarding the identity of the other subjects involved or has knowledge of this incident is urged to contact the Martinsburg Police Department or Crime Solvers.

On Saturday, February 24, 2007 at 940 PM., the Police Department received a report of shots fired in the area of Martins Landing Apartments.  As officers were responding, it was learned that a subject had arrived at City Hospital with a gunshot wound.  The subject, identified as Martinsburg resident, was treated for a superficial gunshot wound to the torso and was later released.  The subject advised that he had been involved in a shooting, which had just occurred at Martins Landing Apartments.  Also located at the hospital was the victim’s vehicle with damages consistent with gun fire. 

Officers also responded to the parking lot in front of Building 2500 of Martins Landing and were able to locate multiple shell casings and rounds.  Officers checked nearby vehicles and apartments and were unable to locate any further victims from the incident.

Shortly before midnight on Friday February 16, 2007 a black male entered the Domino’s Pizza at the intersection of Winchester Avenue and Wilson Street, displayed a handgun to an employee, made threats and demanded money.  The employee surrendered an undisclosed amount of currency from the cash register and the suspect then fled the establishment without further incident. 

The suspect is described as a light-skinned black male with acne scars on his face. He was dressed in a gray hooded sweatshirt with a darker jacket over top and is said to have been wearing gloves at the time. He is described as being of medium height and weight and appears to be between 35-45 years old.

He was last seen on foot the area of Maryland Avenue.

On Saturday, February 03, 2007, officers responded to the rear of 220 South Queen Street, First Presbyterian Church, for a suspicious vehicle complaint. They located a blue Ford Taurus occupied by the owner, Vincent Kramerage, and two other subjects.  Ptlm.Bleigh and Ptlm. Williamson located a marijuana joint on the front passenger’s lap, Glenn Faircloth.  Ptlm.Everhart then conducted a K-9 narcotics search with his partner Riki.  Riki indicated on the trunk and driver side tail light of the vehicle and the trunk was searched.  Ptlm. Shelton located a black and red backpack which contained an unlocked safe.  Inside the safe was approximately 103 grams of crack cocaine, 36 grams of powder cocaine, 6 grams of marijuana, two capsules of heroin and a loaded Ruger 9mm handgun.  A search of Vincent Kramerage revealed $397.00 and a cell phone and a search of Glenn Faircolth revealed $513.00 and a matching cell phone.  The third subject was searched but nothing located.

Vincent Kramerage, DOB 08-11-83, of 2485 Charlestown Road, Kearneysville WV was arrested on two counts of possession with intent to deliver.

Glenn Faircloth, DOB 08-09-73, of 2485 Charlestown Road, Kearneysville WV was arrested on two counts of possession with intent to deliver.

Both subjects were transported to Eastern Regional Jail to await arraignment.

The Police Department is seeking the communities help in locating an individual that is a person of interest is regards to the Jan29th 2007 shooting which took place at 221 W. Race St Apt 2 in Martinsburg.

In this incident a suspect shot through a rear window of the residence striking an 18 yr old resident in the leg. It is believe the weapon was a .22 caliber semi auto pistol which has not yet been recovered.

The Police Department does hold an active warrant for this individuals arrest for an unrelated charge of Failure to Appear for Municipal Court. Anyone with information regarding this person exact whereabouts is urged to call the Police Department at 304 264 2100.

The Martinsburg Police Department is currently investigating two shooting incidents which occurred at different residences with the city limits of Martinsburg WV.

The first incident occurred at 104 South Kentucky Ave. Martinsburg WV on 1 19 07 at approximately 12:58 AM. In this shooting incident an unknown assailant stuck his arm into the residence thru an opening in the rear door window and shot approximately five times with what was believed to be a .45 caliber semi automatic pistol.

Several residents were home at the time of the shooting but no one was injured. Police locate several spent .45 caliber casings and projectiles from the residence. The investigation revealed that a resident of 221 West Race Street Martinsburg WV may have been involved in the shooting. On 1 23 07 Martinsburg Police recovered a .45 caliber semi auto pistol which was located on  a back porch of a West Race Street residence believed to be the weapon used in this shooting.  

On 1 29 07 at approximately 1:45 AM Martinsburg Police were summonsed to 221 West Race Street apartment 2 for a shooting incident. The investigation revealed that an assailant had shot thru the side rear window of the apartment, one of the three shots striking an 18 year old Martinsburg resident in the leg. The victim was treated and released at Martinsburg City Hospital for a gun shot wound to his leg. Martinsburg Police were able to recover what appeared to be one projectile and one .22 caliber casing in regards to this incident.

Martinsburg Det Sgt GB Swartwood was able to recover a video tape from a security camera which shows three persons of interest walking to the rear of the residence at 221 West Race Street just seconds before three gun shots are heard. The investigation also revealed a witness who provided information regarding the first shooting on Kentucky Ave.

Warrants charging this suspect with three counts of Wanton Endangerment were sought by police and issued by Magistrate Sandra Miller. Det Sgt GB Swartwood along with Ptl. D. English and Ptl.  D. North arrested this suspect at his residence located at 221 West Race Street apartment 2 Martinsburg WV without incident.

It is advised that this subject also confessed in a video taped statement to the shooting at 104 South Kentucky Ave. to detectives after his arrest on station. He was processed at the Martinsburg Police Department and arraigned by Magistrate Sandra Miller and his bond set at $225,000 cash only. He was incarcerated in the eastern Regional Jail in lieu of said bond.

Arrested: Shane Thomas Brady DOB 10 21 76 of 221 West Race Street apartment 2 Martinsburg WV.

Martinsburg Police are seeking the identity of the three persons of interest shown in the video surveillance tape relating to the shooting incident at 221 West Race Street apartment 2 Martinsburg WV on 1 29 07.

On Saturday, 01-20-07 at approximately 0200 hrs, Pfc R E Butcher attempted to make a traffic stop on a white  Dodge pick up truck for reckless driving.  Pfc Butcher had observed the vehicle run the red light at Eagle School Rd and East Rd as well as the one at Eagle School Rd and N Queen St.  The vehicle turned south on N Queen St and quickly accelerated.  Pfc Butcher activated his emergency lights and siren in an attempt to stop the vehicle.  Cpl D Ruppenthal joined Butcher in the attempt to stop the vehicle.  The vehicle continued south on Queen St turning east onto E Moler Ave and continued east until turning onto Lemir Dr and then quickly tuned onto Rolling Meadows Dr.  Pfc Butcher and Cpl Ruppenthal caught up with the vehicle on Rolling Meadows Dr where Butcher observed the lone occupant, a white male, flee from the vehicle on foot.  Cpl C M Phelps responded along with his K-9 partner Kardiff and began a track of the suspect.  Phelps and Kardiff along with Pfc Butcher tracked the suspect to 801 Central Ave.  Cpl Ruppenthal located a wallet in the vehicle for the owner of the truck who resided at 801 Central Ave.  The owner / operator of the truck, Paul Marinaccio (DOB 12-29-84),  was arrested at his residence for Fleeing While DUI, and issued a citation for Reckless Driving.

On 1 04 07 Martinsburg Police Detectives and uniformed officers assisted members of the Eastern Panhandle Drug and Violent Crimes Task force in executing two of their search warrants at area residences in the evening hours.

The first search warrant was executed at 105 Ramer Court Martinsburg WV at 7:30 PM. Entry was made to the residence by compromising the front door. There were several occupants at home in the residence at the time of the warrant.  Approximately fifty (50) small plastic squares containing crack cocaine along with currency were seized in the search as evidence. Two subjects were arrested at this residence in regards to this search warrant.

Arrested:

Curtis Dorian Mitchell DOB 9 8 87 listing an address of 2830 Clifton Ave. Baltimore Md. was arrested and charged with Possession With Intent To Deliver a Controlled Substance (crack cocaine). He was processed and placed in the Eastern Regional Jail awaiting arraignment. 

A 16 year old male Baltimore resident was also arrested for obstructing and later released to his parents.

The second search warrant was executed at 416 Winchester Ave. a rear apartment, Martinsburg WV at approximately 11:16 PM. Entry was made by compromising the rear door. There were several occupants in the residence at the time of the search.

A significant in size piece of crack cocaine was seized in this search and an individual was arrested after he attempted to dispose of the item in the bathroom of the residence. This subject provided police a false identity of Tyrone Lee, but his true identity was later discovered by utilization of his fingerprints.

Arrested:

Clevon Tyrone Harrison aka “Black” DOB 8 21 79 and listing no fixed address in South Carolina was arrested and charged with Possession With Intent To Deliver a Controlled Substance (Crack cocaine). He was processed at the Martinsburg Police Department and later placed in the Eastern Regional Jail awaiting arraignment.

  On Thursday January 4, 2007 at 4:08 PM  Patrolman E.C. Neely went to the intersection of Adams and Hess St in Martinsburg to assist the Eastern Panhandle Violent Crime and Drug Task Force. They were following a vehicle suspected in drug dealing within the City of Martinsburg. The vehicle was stopped and the driver of the vehicle, Lakisha Lockley,age 25 of Foxglen Drive Kearneysville, was removed from the vehicle and searched.  During the search by Patrolwoman Barrett, a plastic baggie containing what appeared to be crack cocaine was found between the buttocks of Lockley.  The substance (approximately 2.3 grams) tested positive for crack cocaine. Lockley was placed under arrest for Possession with the intent to deliver crack cocaine, was processed and taken to the Eastern Panhandle Regional Jail to await arraignment by a State Magistrate. ____________________________________________________

 On Monday December 25, 2006, Uniformed Officers of the Martinsburg Police were on patrol and made the following arrest.  Ptlm. D. L. English had run a warrants check on Joshua Sawyer, age 26, of 690 Hogan Drive, Martinsburg, WV.  There was an outstanding Martinsburg Municipal Court capias for failure to appear on file for Mr. Sawyer.  During Mr. Sawyer’s arrest a “pat down” search was conducted and Ptlm. English found a large plastic baggie containing 24.7 grams of marijuana.  Sawyer was arrested for possession of marijuana and was processed.  Sawyer is currently incarcerated in the Eastern Regional Jail awaiting arraignment on the State Court charge.

On Monday December 11, 2006 shortly after 1:30 PM, Martinsburg City Police arrested 29 year-old ELIZABETH ANN BRADY of Martinsburg. Ms. Brady was charged with one count of aggravated robbery. She is accused of robbing the Mystic gas station at the intersection of Raleigh and Race Streets at knifepoint earlier in the day. It is alleged that she entered the establishment and threatened the attendant with a large knife and demanded money. She is said to have fled the area in a green four-door vehicle bearing a West Virginia registration, with an undisclosed amount of cash.  She was located and arrested by police at her residence after she allegedly committed a second robbery later in Berkeley County; that case is currently under investigation by the Berkeley County Sheriff’s Department. Charges against a second involved suspect may be forthcoming as well.

Martinsburg Detectives arrested a suspect on outstanding warrants for Kidnapping and Armed Robbery. The suspect turned himself into the Police without incident.

He was arraigned by State Magistrate Joan Bragg and was held without bond on the Kidnapping charge and taken to the Eastern Regional jail to await further court proceedings.

This arrest was in connection with the armed robbery of a motel clerk at the Days Inn on 11/3/06. The other suspect (Jeffery Williams) is still at large.

The Martinsburg Police Department is seeking the communities help in locating two suspects wanted for the Armed Robbery and Kidnapping of a motel clerk during a robbery which occurred at the Days Inn located at 209 Viking Way Martinsburg WV at approximately 1:19 AM on 11 03 06.

It is alleged that two suspects entered the motel and brandished revolvers and robbed the clerk of money in the register and also took the safe from the main office. These suspects also forced the clerk from room to room at gun point during this robbery.

On Friday 11 10 06 Martinsburg Detective Sgt GB Swartwood and Detective S Doyle met with Hagerstown Police Detectives in Maryland to pursue investigative leads. The investigation revealed the identity of the suspects and also the recovery of $3,100 of alleged stolen currency from the robbery.

Felony warrants for Kidnapping and Armed Robbery were obtained Friday evening from State Magistrate Joanne Overington. The Berkeley County Prosecuting Attorney Pamela Games Neely has authorized extradition for the suspects from surrounding states.

Martinsburg Detectives Sgt GB Swartwood and Det S Doyle performed two controlled purchases and arrests of persons involved in the sale of crack cocaine.

The first suspect was arrested at approximately 4:45 PM in front of 114 West Martin Street Martinsburg WV. It is alleged that the suspect delivered crack cocaine to a confidential police informant during a controlled purchase and then was arrested by police. The suspect was arrested without incident and taken to the Martinsburg Police Department for processing and later taken to the Eastern Regional Jail to await arraignment.

Arrested for:  Delivery of a Controlled Substance (Crack cocaine)

The second suspect was arrested at approximately 6:48 PM in the 800 block of Winchester Ave. Martinsburg WV. It is alleged that the suspect  delivered crack cocaine to a confidential police informant during a controlled purchase and was arrested by police. After this suspect’s arrest approximately $200.00 worth of crack cocaine was discovered upon his person. These items were packaged in plastic for distribution. The suspect was taken to the Martinsburg Police Department where he was processed and later taken to the Eastern Regional Jail to await arraignment.

On 10 23 06 Martinsburg Detectives arrested two people on outstanding warrants for Armed Robbery and Malicious Wounding. These suspects were arrested at their residence of 198 Catrow Road Martinsburg WV.

Assisting in the arrests were members of the United States Marshalls Service, West Virginia State Police, Berkeley County Sheriff’s Dept.  and the Diplomatic Security Service.

The warrants for these subjects’ arrests were issued by State Magistrate Sandra Miller.

The arrests stem from the armed robbery and malicious wounding of a patron of the Hot Dog Hut located at 299 Medical Court Martinsburg WV and occurred on 10 18 06 at approximately 1:15 AM.

It is alleged in the complaint for warrant that one hundred dollars in currency was taken from the victim and he was stabbed in his torso and cut on his neck and nose by the male assailant.

Both subjects were arrested without incident and processed at the Martinsburg Police Department and taken to the Eastern Regional Jail for later arraignment.

Ptlm. W. Parks responded to The Hotdog Hut at 1:20AM located on Medical Court for an Assault and Battery that had just occurred. The victim , Michael O. Green age 60 (address not being released as part of this investigation), was using one of the machines located in the game room and he was approached from behind by an unknown white male that grabbed money from his hand. There was a struggle and Green received facial injuries as a result of this. Green received further injuries from being stabbed in his upper torso.  These wounds were not life threatening and were not located until medics arrived on this scene to transport the victim to City Hospital.  The victim was treated and released from CHI. This case is being investigated as a Strong Armed Robbery and Malicious Wounding which are felony charges.  

The assailant in this case is described as a W/M in his mid 20’s ,short black hair approximately 5-10 with a medium build.  The female that was in the vehicle with this male assailant is described a W/F long brown hair, with a slim build.  The vehicle these two left in was described as a blue vehicle.  Anyone with information please call the Martinsburg City Police Department at 304 264 2100, or Crime Solvers at 304 267 4999, If you can identify the people in the attached photos taken from the stores surveillance camera or have other information.

2:40 AM Patrolman Darby saw a vehicle at the intersection of Woodbury and Grazier Street.  This vehicle appeared to have damage to it from striking a tree and a street sign at the intersection.  Charlie Chouck, 24 years of age of 1311 S Raleigh Street Martinsburg was the driver of the vehicle. While Ptlm. Darby was speaking to Chouck he became aggressive toward the officer. Chouck was arrest for DUI 2nd offense and other criminal charges. Chouck was taken to the Eastern Regional Jail to await arraignment by a Berkeley County Magistrate. .

Kasey Troy Carey aka “Kasey Grantham” 23 years of age of 510 Lynne Haven Drive Hagerstown Md. was the passenger in the vehicle and was found to be in possession of a 9mm pistol.  This weapon was found by Ptlm. First Class M. Usack. It was loaded and concealed under the seat of Carey. Carey has an extensive criminal record which includes felony convictions that prohibit him from owning or possessing any firearms.  Carey is currently on bond for an unrelated Possession w/ Intent to Distribute Crack Cocaine charge within the last week.  Carey was taken to the Eastern Regional Jail to await arraignment by a Magistrate in Berkeley County.

Martinsburg Police are currently investigating a shooting incident which occurred on October 10th 2006 at approximately 4:40PM.  The incident occurred at the victim’s residence located on Oak Street in Martinsburg WV.

The investigation revealed that a 17 year old male resident was met at his residence by four subjects, three of these subjects he did not recognize.  It was advised that all of these subjects inquired if the victim had any marijuana.  It was advised that the victim and the subject known to him were then accosted by the three unknown suspects.  The 17 year old victim was struck by one of the three suspects in the head and shot in the back with a small caliber hand gun.

All three of the suspects then left the residence in a Ford passenger light blue in color with unknown registration.  The three male suspects are described as being African American with one subject wearing a black t-shirt and black shorts.

The victim suffered a gunshot wound to his back and was treated and released from Martinsburg City Hospital.  The investigation is ongoing at this time.

On 9/20/06 at 1030 AM, the Martinsburg Police Department responded to 1203 N Queen St (Sunny’s One Stop) for a robbery that had just occurred. Witnesses said that a male wearing a red shirt, blue jeans, and a white scarf or bandanna across his face came in the store and began banging on the cash register demanding the money.  The noise the suspect was making alerted two other clerks to a problem.  When they walked over to the register the male fled the store and was last seen getting into a maroon sedan bearing a WV tag.  The suspect did not obtain any money from the store.  Ptlm J E Darby was in the area and spotted a vehicle matching the description of the suspect vehicle.  The vehicle was stopped and 4 people were detained.  Further investigation revealed that this was the vehicle involved in the robbery attempt.  All four people were arrested.  Found in the vehicle were a red sweatshirt type jacket and a piece of a white t-shirt.

On 9 19 06 the Martinsburg Police Department received information from the State Medical Examiners Office in Charleston WV in regards to the two shooting deaths which occurred on 9 16 06 at 704 West King Street Martinsburg WV.

This information was provided from a copy of the Medical Examiner’s Certificate of Death. The autopsies were performed by Deputy Chief Medical Examiner Zia Sabet M.D.

Jeffrey Michael Webber DOB 8 17 63

The immediate cause of death was listed as contact gunshot wound of the head; it was described as a self inflicted gunshot wound. The manner of death was listed as suicide.

Kimberly Anne Webber DOB 6 24 6

The immediate cause of death was listed as gunshot wound of the head (face). With a description of how the injury occurred as being shot by a second party. The manner of death was listed as homicide.  

This coincides with the investigating officer's investigation and findings which included physical evidence, statements, and handwritten notes taken from the scene. That Jeffrey Webber first shot his wife Kimberly Webber and then shot himself. Martinsburg Police Detectives conferred with the Prosecuting Attorney for Berkeley County, Pamela Games Neely in regards to this investigation and findings, and she has deemed this case as closed.

On Sept 17, 2006 at 9:35 PM officers from the Martinsburg Police Dept responded to the area of the 200 blk of N. Kentucky Ave and Martin St for a report of shots fired. When they arrived several witness were located and conflicting stories and descriptions were given about the people involved. Officers located six 9MM handgun casings on Martin St. where the shots had been fired from. A vehicle and a house on Martin St were hit by gunfire as a result of the fired shots.

The Police Department is requesting the public’s help in identifying the person or persons responsible. Anyone with information can contact the Police Department at 304 264 2100 or the Berkeley County Crime solvers at 304 267 4999.

At 1:31 PM the Police Dept along with the Martinsburg Fire Dept responded to 704 W. King St for possible gunshot victims.

Entry was made into the house and two decedents were found on a bed in an upstairs bedroom. Both appeared to have suffered gunshot wounds to the head.

The deceased were identified as Jeffrey Michael Webber DOB 8/17/63 and Kimberly Anne Webber DOB 6/24/66 of 704 W. King St. Martinsburg.

It appears to the investigating officers that at least one of the deceased had suffered a self inflicted gunshot wound to the head. Police secured several items of potential evidence and transported them to the Police Station. The investigation is continuing at this point.

Investigating officers were assisted by the County Coroner and a member of the Eastern Panhandle Drug and Violent Crime Task Force. An autopsy was requested and may be performed at a later date not yet determined.

On September 14 2006 at 4:32pm the Martinsburg Police responded to Martins Grocery Store located on South Foxcroft Avenue for a complaint of a purse snatching.

A Martinsburg woman was placing groceries in her vehicle when a red ford ranger pickup truck drove by her close enough for the passenger in the vehicle to reach out and grab the purse dangling from her arm.

The Martinsburg Police are looking for a red ford ranger pickup truck equipped with a regular cab displaying registration EJE752. The suspect vehicle was last seen heading toward the Mall loop road. There were no injuries reported from this incident.

The Martinsburg Police are seeking information from members of the community who may have witnessed this crime or have any information on the suspect vehicle.

At app 12:48 AM an unidentified person entered the Days Inn motel located at 209 Viking Way. The person approached the front desk, displayed a handgun, demanded cash and then fled from the business.

The suspect is described as a white male, 5-8 to 5-10 and having a thin build. He was wearing brown pants and a dark sweatshirt with the hood pulled up and a facemask.

The Berkeley County Sheriffs Office assisted the Martinsburg Police Dept with the case.

On 8 24 06 Martinsburg Police Detectives and uniformed officers arrested two individuals for solicitation of prostitution in the E. Martin Street & N. Queen Street area of Martinsburg in the early  evening hours. These arrests were part of an undercover controlled operation designed to target customers “johns” in prostitution related crimes. 

The first suspect was arrested at approximately 6:53 PM in the area of the 100 block of East Martin Street Martinsburg WV. This arrest came allegedly after the suspect engaged in conversation and solicited an undercover Martinsburg Police officer for sex for the sum of forty dollars.

At the end of the solicitation the subject was arrested without incident and taken to the Martinsburg Police Department for processing and later to the Eastern Regional Jail to await arraignment by a State Magistrate on the charge of Solicitation of Prostitution.

This arrest came allegedly after the suspect engaged in conversation and solicited an undercover Martinsburg Police officer for a sexual act for the sum of twenty dollars while he was parked in his vehicle in the 200 block of North Queen Street Martinsburg WV. It is alleged after the solicitation and agreement was made by the suspect he was advised to park in the Martin Street Parking lot where he was arrested without incident by waiting uniformed officers.

This suspect was also taken to the Martinsburg Police Department for processing and later taken to the Eastern Regional Jail to await arraignment by a State Magistrate on the charge of solicitation of prostitution.

At 315 PM Ptlm. Eric Neely arrested a male on a charge of Child Abuse at his residence ay 710 Faulkner Ave Martinsburg.

It was alleged that this incident of physical child abuse occurred on 8/1/06 at 716 Faulkner Ave to a 16 year old female.

The male was arraigned by State Magistrate Miller and his bond was set at $25,000. He was released via a bonding service.

At 1109 AM Ptlm. Quenton Burner responded to 204 Frederick St for a domestic violence call. Once at the residence he arrested a male occupant for domestic violence. The subsequent search of the male's belongings after the arrest led to the recovery of app 1/4 pound of marijuana, scales and assorted pills.

The male was arrested for domestic battery and possession with the intent to deliver a controlled substance (marijuana).

He was arraigned by State Magistrate Miller and was incarcerated in the Eastern Regional Jail in lieu of $25,000 bond.

The Martinsburg Police Department is investigating a series of Breaking and Entering crimes that have occurred throughout the city.

 At 01:20 hours on August 22, 2006, and unknown person or persons forced entry into ” Giovanni's Pizza” located at 134 Eagle School Road. Once inside the establishment the suspect removed a cash register and a small amount of currency. Officers conducting the preliminary investigation located the cash register nearby. A video surveillance tape revealed a slender white male wearing a head garment inside the establishment at the time of the crime.

 On August 22, 2006 at approximately 02:25 hours the Martinsburg Police responded to the “Old Berkeley Pub” after receiving a call about a broken window. Police discovered that entry was made into the business and a cash register had been taken from the establishment. The “Old Berkeley Pub” is located at 329 Winchester Avenue.

 At approximately 03:10 hours on August 22, 2006 the Martinsburg Police responded to an intrusion alarm at 1205 N. Queen Street. This is a business location occupied by “Exotic Customs” Officers arriving on the scene discovered an open window and determined that entry was gained into the premises through this window.  It does not appear that anything was taken at this time.

 At approximately 13:00 hours on August 22, 2006 the Martinsburg Police responded to “Zepplins” located at 480 Williamsport Pike. Sometime during the early morning hours a suspect or suspects entered the establishment by forcing open a rear door. Once inside the suspect removed an undisclosed amount of currency from machines within the establishment. A significant amount of property damage was sustained during the commission of this crime.

 The Martinsburg Police are currently examining items of evidence and are seeking information from citizens regarding these crimes. Persons having information are encouraged to call the Martinsburg Police Department at (304) 264-2100.

On 7 27 06 at 4:45 PM  Martinsburg Detectives, and also being assisted by Lt. T.J. Catlett arrested an individual for solicitation of prostitution in the 500 block of South Raleigh Street Martinsburg WV.

This arrest was the result of a controlled and monitored transaction using a male confidential informant. It is alleged that the informant met the suspect in the area of Georgia Ave. and West King Street Martinsburg WV and proceeded to an area parking lot located in the 500 block of South Raleigh Street.

The informant spoke to the suspect in regards to what sexual acts would be performed for money. An agreement was made where the suspect would perform oral sex and sexual intercourse with the informant for sixty dollars. 

The suspect was then arrested in the parking lot and the recorded currency was recovered from him.  

The suspect was arrested by Martinsburg Detectives and Lt. Catlett, and taken to the Martinsburg Police Department for processing and then to the Eastern Regional Jail for arraignment by a State Magistrate later this evening.

 On July 24, 2006 Uniformed Officers and Detectives of the Martinsburg Police Department responded to 114 N. Maple Ave., Martinsburg, to execute a search.  The search warrant was obtained after Officers conducted an investigation into an incident where an elderly Martinsburg couple was scammed out of several thousands of dollars in cash.  The search warrant was served at 1611hrs. and several of the suspects were taken into custody.

Arrested, during the execution of the search warrant, for the charge of obtaining money by use of fraudulent schemes was:

 Wayne A. Owens-bey, Sr., 32 years old, of 114 N. Maple Ave., Martinsburg, WV, and

Christina M. Rapp, 27 years old, of 114 N. Maple Ave., Martinsburg, WV

 Also arrested, while he was appearing for Martinsburg Municipal Court was:

 Darrin Lester, 39 years old, of 900 Wilson St., Martinsburg, WV

 The above suspects have been incarcerated in the Eastern Regional Jail awaiting arraignment.  This is an ongoing investigation and there are other arrest warrants already filed for the other five suspects involved in this case.

On 7 24 06 at approximately 1:50 PM  Martinsburg Detectives, and also being assisted by Chief TC Anderson arrested an individual for solicitation of prostitution and simple possession of heroin in the 500 block of South Raleigh Street Martinsburg WV.

This arrest was the result of a controlled and monitored transaction utilizing a confidential informant, male operative. It is alleged that the informant met the suspect in the 300 Block of West Race Street Martinsburg WV and proceeded to an area parking lot located in the 500 block of South Raleigh Street.

The informant engaged the suspect in conversation in regards to what sexual acts would be performed for money. An agreement was made where the suspect said she would perform sexual intercourse with the informant for eighty dollars. 

The suspect was then arrested in the parking lot and the recorded currency was recovered from her along with a small amount of Heroin.

The suspect was arrested by Martinsburg Detectives and Chief TC Anderson, and later arraigned by State Magistrate JoAnn Overington on the charges of solicitation of prostitution and simple possession of a controlled substance.  

Her bond was set at $5,000 and she was bonded out via a bondsman.

On 7 21 06 at approximately 4:16 PM  Martinsburg Detectives, and also being assisted by Chief TC Anderson arrested a person for solicitation of prostitution and simple possession of Heroin in the 500 block of South Raleigh Street Martinsburg WThis arrest was the result of a controlled and monitored transaction using a confidential informant, male operative. The informant spoke to the suspect about what sexual acts would be performed for money. An agreement was made where the suspect said she would perform oral sex with the informant for eighty dollars. The informant gave the suspect the prerecorded currency.  

The suspect was then arrested in the parking lot and the recorded currency was recovered from her along with a small amount of heroin. She was processed at the Martinsburg Police Department and then taken to the Eastern Regional Jail to await arraignment later this evening. She was arrested on the charges of solicitation of prostitution and simple possession of a controlled substance.

On 7 21 06 at approximately 1:00 PM  Martinsburg Detectives, and also being assisted by Chief TC Anderson arrested an individual for solicitation of prostitution and simple possession of crack cocaine in the 500 block of South Raleigh Street Martinsburg WV.

This arrest was the result of a controlled and monitored transaction utilizing a confidential informant, male operative. It is alleged that the informant met the suspect at the Gaston Caperton Train Station parking lot and left and went to an area parking lot located in the 500 block of South Raleigh Street.

The informant spoke to the suspect in regards to what sexual acts would be performed for money. An agreement was made where the suspect said he would perform either oral or sexual intercourse with the informant for sixty dollars. The informant was also shown an amount of Crack cocaine in which the defendant had hidden in his sock. 

The suspect was then arrested in the parking lot and the recorded currency was recovered from him along with an approximate $50.00 piece of crack cocaine.

The suspect was arrested by Martinsburg Detectives and Chief TC Anderson, and later arraigned by State Magistrate Jim Humphrey on the charges of solicitation of prostitution, simple possession of a controlled substance and also for an outstanding warrant on an unrelated charge of fraudulent use of a credit card.

His bond was set at $7,500 and he was incarcerated in the Eastern Regional Jail in lieu of bond.

On Friday, July 07, 2006, uniformed officers of the Martinsburg Police Department responded to the 300 block of Centre St. for a report of a brandishing of a weapon.  Officers located a 15 year old male who was identified as the subject with the weapon and learned that he attempted to rob a resident in the area.  The weapon was recovered and was it was determined that if was a pellet pistol.  The juvenile was arrested and detained in the Juvenile Detention System.  The victim’s name and address are being kept confidential.

On July 7th 2006 at approximately 4:20 PM  officers of the  Martinsburg Police Department executed a series of four (4) search warrants at area residences located in Martinsburg West Virginia. These search warrants were the results of an ongoing drug investigation by the Martinsburg Police Department.

The searches were executed utilizing Martinsburg Detectives and, uniformed police officers and K-9 units, the Martinsburg Special Response Team and members of the Berkeley County Sherriff’s Department, The West Virginia State Police and the Eastern Panhandle Drug and Violent Crimes Task Force.

The search warrants mainly for illicit drugs were issued by State Magistrates Joan Bragg and Sandra Miller.

On 6/12/06 at 12:55 AM the Martinsburg Police Dept was notified of a business alarm at Famous Pawn Shop located at 911 Winchester Ave Martinsburg.

Ptlm. Williamson responded and found a window broken out on the south side of the business. Within seconds of notifying dispatch of the broken window a suspect was seen inside the business. The suspect was carrying stereo equipment and was trying to get out of the building. Ptlm. Williamson confronted the suspect and the suspect attempted to run away from him. After a short foot pursuit and the use of pepper spray the suspect was taken into custody. He was processed and taken to the Eastern Regional Jail to await arraignment by a State Magistrate.

The Police Department responded to the Hot Dog Hut located at 299 Medical Ct for a breaking and entering which occurred on 6/7/06 at approximately 2:30 AM. An unknown w/m suspect entered the side of the building and then came down through the ceiling of the business. The suspect removed a small amount of currency from the cash register, removed a safe from the building and then exited the front of the business by breaking out the door glass. The suspect was caught on videotape committing the break in. The public is asked to view the pictures here and to call the Police Department if anyone recognizes the suspect. The suspect has tattoos on his right forearm and was wearing white sneakers as well as a distinctive grey T-shirt with "CARMACK" written on the back.

CAN YOU IDENTIFY THIS GUY

    

 

The department is investigating a Breaking and Entering of Jerry's Subs and Pizza on N. Foxcroft Ave. Sometime between 6/3/06 @ 1130 PM and 6/4/06 @ 9AM, a thief used a crowbar to pry open the rear door to the restaurant. The thief stole two safes, which contained an undisclosed amount of cash from the office area. The thief left the crowbar behind. The crowbar appeared to be new and this item provided investigators with further information which is pertinent to the case. Video cameras from the area were looked at and a person of interest was developed.

The person who purchased the crowbar appears to be a while male, clean shaven, possibly in his early twenties with Sandy or brown hair, medium build and average size. Police are attempting to locate this person. The vehicle he was driving is a gold or champagne colored vehicle, maybe a four door sedan with window tinting for the rear seating area.

The Police Department is seeking information into the attempted robbery which occurred Saturday, May 27, 2006 at 9:30pm in the 800 block of Bowers Street. Officers were advised of an attempted armed robbery of a resident within that block. The name of the victim is being withheld at this time due to the nature of the investigation. 

The male resident was checking his back yard and found his gate to be open. He then found an intruder in his yard.  A scuffle ensued and the intruder made a demand for money. The resident refused to give the intruder any money and the intruder tried to get away and the resident chased after him. The intruder turned and pointed a pistol at the resident and fired a shot in his direction but missed. Officers found a spent shell casing at the location the shot was fired. The Martinsburg  Police Department requests that anyone with information about this crime to call Crime Solvers at 304 267 4999 or the Police Department at 304 264 2100. The Martinsburg City Police conducted a DUI Check Point in the 900 block of Winchester Ave. from midnight until 4 AM. There were 215 vehicles checked.

There were two drivers checked for DUI during the checkpoint. Arrested for DUI by Cpl. Phelps was Dana M. Dudley, 202 Preston Street Ranson WV, age 35.  There were 5 citations issued for traffic related offenses to other drivers.  

The Martinsburg City Police Department continues its efforts, insuring the safety of all persons.  In cooperation with Operation Strikeforce we will continue to actively enforce the laws related to DUI and other traffic related issues.

The Martinsburg Police Department is currently investigating an armed robbery which occurred on Friday, April 21, 2006, in the 100 block of Hess Avenue. A white male opened the front door of a residence and entered the living room, where the elderly female resident and a male friend were watching television. The white male displayed a knife and demanded money from the two victims. The subject then grabbed the male’s wallet, reached into the females purse and grabbed her wallet, then left the residence and fled on foot west on Hess Avenue. The male is only described as a white male in his 20’s with a brown goatee. On May 10th 2006 at 12:30 PM, Martinsburg Detectives arrested and brought for arraignment a subject wanted on the charge of Aiding and Abetting Murder. Berkeley County Sheriffs Deputies extradited the suspect back to WV from Altoona PA.

The Defendant, DeAndre Fullen, aka "Dollar" DOB 7/24/86 of 1715 LaCombe Ave Apt 5F Bronx NY was arraigned by State Magistrate Sandra Miller and he was incarcerated in the Eastern Regional Jail awaiting further court proceedings.

Fullen was arrested on the charge of Aiding and Abetting Murder in connection with the Oct 27th homicide of Donald "Dee" Redman that occurred at 517 Third St Martinsburg WV

On May 5th 2006 at 6:48 PM Martinsburg Police officers responded to complaints of an individual knocking on the doors of residents in the area of Rosewood Drive and Greenbrier Drive Martinsburg WV.

 Ptlm. Michael Usack located the suspect and the suspect would not obey verbal commands and fled on foot. Ptlm. Usack and Ptlm Roger Butcher pursued him. The suspect would not comply with the officer’s commands and Ptlm. Butcher utilized his Tazer to bring the suspect under compliance and arrest for obstructing an officer. The suspect was arrested off of the parking lot area of Surry Court. The suspect was then transported and processed at the Martinsburg Police Dept.  A bank pay envelope was collected from the defendant after he discarded it at the police department while being processed. A sum of cash was also located on the defendant.

 A short time later at approximately 8:00 Pm Martinsburg Police were summonsed to a residence on Rock Cliff Drive for an armed robbery complaint. Ptlwm. Shanna Spiker responded to the residence and spoke to the victim. The investigation revealed that the victim was an 82-year-old female resident of Rock Cliff Drive who was robbed at gunpoint by a suspect matching the description of the subject arrested by Ptlm. Usack and Butcher.

 In this robbery the victim was forced back inside her residence after responding to a knock on the door by the suspect at gunpoint. The suspect then forced her through her residence at gunpoint while demanding money from her. The suspect took approximately $102.00 from the victim in this robbery.

 Ptlwm. Spiker and Ptlm Derek English processed the residence of the victim for possible forensic evidence.

 It was learned through the investigation by Martinsburg Detectives that the recovered bank envelope is believed to be that of the victim’s, which was taken during the robbery. Later in the evening a  .44 caliber revolver was recovered by Ptlm. Usack in the area in which he observed the suspect fleeing when he was being pursued on foot and later arrested.

 The defendant was charged with Armed Robbery and Kidnapping he was placed in the Eastern Regional Jail awaiting arraignment in the morning.

5/1/06

On 5/1/06 Martinsburg Police arrested an individual as a fugitive from justice and assorted felony charges at approximately 12:17 PM near area restaurants. Det. Sgt GB Swartwood and Lt. T. Catlett responded to a call of an unauthorized use of a vehicle, which was at the Shell Service Station located on Foxcroft Ave. Martinsburg WV.

Upon arrival the suspect vehicle left the service station and refused to stop for the aforementioned officers. The suspect then entered onto Foxcroft Ave. and shortly thereafter abandoned the vehicle in traffic and fled on foot. F/ Sgt S. Dillon and Cpl. R. Copson and other members of the Eastern Panhandle Drug and Violent Crimes Task Force and Martinsburg Police Officers pursued him on foot. He was apprehended behind Lowes retail store.

After his arrest approximately two (2) ounces of powdered cocaine was located on his person. A loaded .357 magnum revolver was located in the vehicle with the hammer on the revolver cocked back.

The suspect refused to cooperate with authorities. He was positively identified by his fingerprints through the FBI fingerprint-processing center in Clarksburg West Virginia.

It was later discovered that he was a fugitive from justice from Maryland for parole violation with the original charge of Selling of Cocaine. The suspect was arrested on three felony charges.

(1) Fugitive From Justice

(2) Possession With Intent To Deliver Cocaine

(3) Being a Convicted Felon In Possession Of a Firearm

The suspect was identified as Rodney Tyreall Wheeler of No Fixed Address DOB 6/28/79

State Magistrate Joan Bragg arraigned him, his bond was set at $100,00 cash only on the two state charges and no bond on the fugitive charge. He was incarcerated in the Eastern Regional Jail in lieu of bond.

On 4/20/06 at 8:23 PM an employee of the Variety Books and Video Store at 255 N. Queen St. called and said that he thought he had a person within the store that was using what he thought to be cocaine. He said he was watching the person in the back of the store.

Police responded and were also able to view the person. Police observed him using a card to move around and place to his nose a powder substance believed to be cocaine. The person was confronted and although first denying using cocaine, later admitted to the use. The substance was field tested and was found to be positive for cocaine.

This person was issued a Magistrate Court citation for Misdemeanor Possession of Cocaine and was driven away from the area by Police.

On 4 19 06 at approximately 2:51 AM Martinsburg police officers were called to the Martinsburg City Hospital emergency room for a gunshot victim who was brought to the hospital by private automobile.

The 18-year-old Martinsburg resident appeared to have suffered a gunshot wound possibly from a shotgun to his face and upper arm area. This subject was later transferred from City Hospital to Washington DC Hospital Center for his injuries.

This subject relayed information to police about the shooting and possible areas in which it occurred. The police are still investigating the information provided by the victim. Martinsburg Detectives have been in contact with Captain Bohrer of the Berkeley County Sheriff’s Department to explore the possibility that this victim is related to their reported shooting incident.

On 4/13/06 at 5:17 PM the Department was notified by the Altoona Pa. Police Department of the arrest of DeAndre Fullen, aka "Dollar" DOB of 7/24/86.

He was arrested on the outstanding warrant for Aiding and Abetting First Degree Murder in relation to the 10/27/05 homicide of Donald Lee Redman.

Altoona Police said that Fullen was stopped in a vehicle stop and he gave a false name. However after submitting to fingerprints it was determined he was DeAndre Fullen.

He is currently in jail in Pennsylvania on the Fugitive from Justice Charge and is waiting further court proceedings. The Berkeley County Prosecuting Attorneys Office has warranted full extradition on him.

On 3/27/06 at 6:40PM two unidentified males robbed the Valley Wireless Store at 1315 Old Courthouse Square at gunpoint. The suspects came in, displayed a handgun and demanded cash. The suspects fled the area on foot. Officers the the Martinsburg Police Dept, the Berkeley County Sheriffs Office and the WV State Police searched the area. K9 teams were also used.

The suspects are two Hispanic males. One is approximately 5'8" tall, having some facial hair and wearing dirty jeans with a blue sweatshirt. The second suspect is described as clean shaven, wearing dirty jeans and a white T-shirt.

The suspects escaped with a small amount of currency. No injuries were reported

In the past several weeks the Department has received several reports of vehicles that are parked in and around the Regal Cinemas, on Foxcroft Ave, being broken into. Often these complaints involve items such as purses and wallets, being taken from vehicles that are parked in the parking lot. The Department is working with the Cinemas to curtail the thefts and damages to the vehicles by providing extra patrols and security patrols throughout the parking lot. We advise all persons who leave vehicles in the parking lot, to lock their doors, roll up all windows and remove personal items such as purses from plain view.

On 3/24/06 at 3:37PM the Department responded to a theft from the Friedman's Jewelry Store inside the Martinsburg Mall. Officers arrived and were told the suspect ran out of the store after grabbing a tray of jewelry. The exact value of the stolen merchandise has not been determined. The suspect is as follows:

B/M slender build, 25-30 years old. 6' to 6'2" tall, wearing a gray short sleeve shirt over a long sleeve white shirt. The suspect also had a goatee. Anyone with information on this crime is asked to call the Police Department

On 3/21/06 at 12:11PM Martinsburg Police Officers Det. Doyle, Det. Sgt. Swartwood and Chief Anderson arrested two people in the area of Raleigh St and W. Race St. in conjunction with an investigation being conducted by officers of the Eastern Panhandle Drug and Violent Crimes Task Force

The suspects were stopped in a vehicle at a local service station. The passenger was arrested for Delivery of a Controlled Substance (crack cocaine). As the suspect was being handcuffed he ran from the officers and was apprehended after a short foot pursuit and taken into custody. A loaded .25 caliber semi-automatic pistol was removed from his person.

Arrested was Daniel Wirising DOB of 7/5/77 of 501 W. King St Apt 3 Martinsburg. Bond was set at $100,000 for Delivery of a controlled substance.

The driver of the vehicle was arrested for Possession with the Intent to Deliver Marijuana after several baggies of Marijuana were attributed to her and she was brought to the Police Station for processing.

Arrested was Kristie Lee Belger, DOB of 9/25/82 of 501 W. King St Apt.3 Martinsburg. Her bond was set at $25,000 for Possession with the Intent to Deliver Marijuana.

State Magistrate Joan Bragg arraigned the defendants and they were taken to the Eastern Regional Jail in lieu of bond.

On Friday evening 2 24 06 the Martinsburg Police Department was notified that officers of the New York City Police Department had arrested an individual wanted for Murder from this jurisdiction. Officers of the Manhattan New York 34 Precinct Gang Unit arrested the suspect in an unrelated incident. 

The suspect was providing authorities the name of John Richardson, he was later identified as John Grant aka “Butter” and was wanted by this department on an outstanding murder warrant for the shooting homicide of Donald Lee Redman which occurred October 27th 2005 at 517 Third Street Martinsburg WV.

On 2 28 06 Martinsburg Detectives made contact with the District Attorney’s Office for the County of New York and was advised that John Grant did not waive extradition and will be incarcerated in New York awaiting his next extradition hearing scheduled in April of 2006.

The investigation into this homicide is ongoing and Martinsburg Detectives are still seeking the arrest by warrant of two other individuals for their alleged involvement in this homicide. They are DeAndre Fullen aka “Dollar” and a subject not yet formally identified other than by his alias of Prince”

12:45 PM Martinsburg Detectives, Sgt GB Swartwood and Det S Doyle arrested two suspects at 197 Gant Drive Martinsburg WV without incident after attempting to locate them at several residences.

These suspects were wanted on outstanding warrants for robbery. This is alleged to have occurred on 2 26 06 in the Wal-Mart retail store parking lot. It is alleged that the two suspects were involved in a purse snatching in which the victim struggled with the suspects by entering their vehicle to keep control of her purse.

Both subjects were processed and arraigned by State Magistrate Sandra Miller their bond was set at $50,000 each and they were placed in the Eastern Regional Jail in lieu of said bond.

 The Martinsburg Police Department responded to the Martinsburg Wal-Mart to a reported robbery of a purse.  Officers located a woman who said that a female walked up and took her pocketbook, while she was unloading her purchases into her vehicle.  The W/F then jumped into a maroon in color Plymouth Neon and started to flee the area.  The victim reached through open car window in an attempt to retrieve her pocketbook and the suspect’s drove off with her still in the window.  The suspect’s then drove around the mall loop with the victim hanging partially out of the window.  The W/F suspect threw the victim’s pocketbook out of the window, after removing her wallet.  The victim finally got the suspects to stop the vehicle and give her back her wallet, but only after the W/F suspect had removed  some cash.

The victim was identified as Tracy Snow, of Hedgesville.  Mrs. Snow received bruises and abrasions during the robbery.  She was treated and released from City Hospital.

Through the course of the investigation, officers developed leads that have lead to two confirmed suspects.  The driver of the vehicle and the female passenger, who stole the pocketbook.  The vehicle used in the crime was later located at the Sheetz Store on Edwin Miller Blvd.  Warrants have been prepared for both suspects and they will be presented to a Berkeley County Magistrate this morning for processing.  Information on the suspects will be released upon their arrest.  Ptlwm. Shanna M. Spiker, of the Martinsburg Police Department is the lead investigating officer.

At approximately 03:30 am on Sunday, an unidentified individual brandished a knife on a taxi driver and stole a small amount of currency. The suspect is described as being a white male in his mid-thirty’s, having brown hair and being between 5’6” and 5’9” tall with a medium build.The incident began when an unidentified person placed a call to McCain’s Taxi service. McCain’s taxi responded to the area of Leeland Apartments on N. Kentucky Avenue to provide the transport. Once inside the cab this unidentified person brandished a knife and demanded money. The transport ended near Rosemont and Tennessee Avenue where the suspect exited the cab. There were no injuries resulting from the incident.

The investigation into the fatal pedestrian accident is complete. The persons involved were the driver Charles Daniels, age 75, of Martinsburg and the deceased pedestrian is Peter Panagoulias, age 68, also of Martinsburg. The investigation showed the pedestrian ran across the road and into the side of the vehicle driven by Daniels. Daniels was in the normal flow of traffic and traffic was heavy at the time. Witness statements confirm this. No charges will be placed on Daniels.

Friday February 24, 2006, Uniformed Officers of the Martinsburg Police Department were dispatched to a call of a vehicle accident involving a pedestrian.  The accident was located in the 500 block of Williamsport Pike, Martinsburg.  Medic units from the Martinsburg Fire Department were also dispatched.  Officers located a single vehicle involved with a single pedestrian and the pedestrian was transported to City Hospital by Medic Units.  The preliminary investigation has revealed that the pedestrian walked across the roadway into the side of a northbound vehicle. The pedestrian died later, at City Hospital, due to the injuries sustained from the accident.  The names of the parties will not be released pending notification of next of kin and conclusion of the investigation.  The accident is being investigated by Ptlm. J. R. Butcher.

 On Thursday, February 16, 2006, Uniformed officers of the Martinsburg Police Department responded to a call of a man down.  Medic units from the Martinsburg Fire Department also responded.  Upon arriving on the scene the medical personnel checked the condition of the man, who was apparently under the influence, and there were illegal drugs located on his person.  The man refused medical treatment was taken into custody by Ptlm. J. Darby of the Martinsburg Police.  Incidental to arrest there was a substance located on the man which appeared to be heroin. 

The man was identified as Bradley J. Gall, 23 of Martinsburg, who was taken into custody and charged with possession with intent to distribute heroin.  Gall was placed in the Eastern Regional Jail awaiting arraignment.

On Thursday, February 09, 2006, Uniformed Officers of the Martinsburg Police Department responded to a call of a fight in front of the Family Dollar Store, which is located in the 600 block of Winchester Ave., Martinsburg.  While en route to the call Officers were informed that one of the participants had been stabbed.  Martinsburg Medic Units were dispatched.  Upon the Officers arrival they found a 17 year old male, who had been involved in the fight had been stabbed in the back.  The victim was transported to City Hospital for treatment. The suspect had fled the scene in a silver Mustang.

 A short time later, a witness to the fight called in and advised that the suspect was traveling south on Winchester Ave., still driving the silver Mustang.  Sgt. Brian Yost located and stopped the suspect vehicle at the intersection of  Rt. #9/11/45.  At that point the suspect was taken into custody.

 The suspect was identified as Nathan M. Long, 22 years of age, from Charles Town, WV.  Long has been placed in the Eastern Regional Jail awaiting arraignment on the charges of Malicious Wounding and Possession of Marijuana.  The victim was treated and released from City Hospital.

 On Monday Feb 6, 2006 at 1000am officers responded to 529 W. Martin St for a reported domestic situation. Officers arrived and spoke with the parties involved. A male present in the house gave his name as Kevin Johnson and investigation showed the actual name of the male was Kevin J. Askew, age 27. He was placed under arrest for giving false information to police officers. Also found was an existing Failure to Appear warrant for Askew in Martinsburg Municipal Court. He was bought to the Martinsburg Police Station and his criminal history was obtained. He was then also found to be a wanted person accused of the felony offense of jumping bail/failure to appear in Houston County Georgia. He was processed and taken to the Eastern Regional Jail to await arraignment by a State Magistrate.

On 1/26/06 at approximately 8:00 PM Ptlm. B. Rouse was on patrol  in the 1000 blk of Florida Ave. He was behind a black Pontiac Bonneville and saw the Pontiac avoid a stop sign at the intersection of Florida and Wilson St. by going through a parking lot. Ptlm. Rouse stopped the vehicle. He spoke to the driver of the vehicle and the driver told Ptlm. Rouse that he had no vehicle insurance. Ptlm. Rouse was issuing the driver citations for the offenses when he saw the driver eating what he thought to be marijuana. The driver was asked to get out of the vehicle and he spit the marijuana out on the ground. He was asked if there was any other illegal substances in the vehicle. He stated there were none. The driver was searched subsequent to his arrest for the marijuana and other paraphernalia was found. The driver was handcuffed and the vehicle searched prior to it being towed from the scene.

Inside the vehicle several large bags were found containing what appeared to be illegal drugs and cash. The bags contained other individually wrapped smaller bags and paraphernalia used for drug use. The items were seized and brought to the Police Station for testing and weighing. The following were found and field tested as positive: Marijuana 1.3 pounds, Heroin 3/4 oz, Cocaine 5.2 oz. Cash was also found in the amount of $1610.00. The total estimated street value for the drugs is $24,000.00.

Arrested was Calvin Lewis Berry of 812 Buxton St. Martinsburg. He is 21 years old. He is charged with Possession with the intent to deliver Cocaine, Heroin and Marijuana. He was taken to the Eastern Regional Jail to await arraignment by a State Magistrate.

On Jan 11, 2006 at 1:45 AM the seven eleven store at 846 E. Moler Ave was robbed. The suspect entered and displayed an object believed  to be a weapon. He demanded cash and then fled the area.

The suspect is described as a w/m approximately 6 feet tall and 200 pounds. He is believed to be in his late 30's to early 40's and had short straight brown hair and a mustache. The suspect may be driving a silver or grey car, possibly a 4 door Ford. He was last seen heading toward Shepherdstown WV. There were no injuries reported from the incident

At 0548 hrs officers responded to a call in the 900 block of N. Queen Street at the 7-11 store in reference to a possible shooting.  Once officers arrived ,information was obtained that there was some unknown verbal altercation which  escalated into two vehicles containing individuals exchanging gun fire.  At the time of this release no further information is available and this matter is still being investigated by the Martinsburg City Police. 

Officers recovered spent small caliber shell casings from the parking lot and currently believe the vehicles involved were red and blue in color.  Both vehicles left the area in obvious pursuit of each other westbound on RT 9W.  There are no injuries reported at this time. There was property damage to the windows at the 7-11 store and this estimate of damage has not been calculated at this time.  Anyone with any information about this is encouraged to call the Martinsburg City Police Department at 264-2100.

Officers responded to a call received by Central Dispatch at 8:50 AM in reference to an intruder inside a residence located in the 100 block of Elizabeth Street in Martinsburg.

 Officers arrived and located Joseph B. Lindsey no fixed address, 35 years old within this residence.  Mr. Lindsey had no connection with the victim and he entered the residence and proceeded to take a shower and remove clothing items belonging to the victim.  Mr. Lindsey was taken into custody as he refused to comply with the verbal instruction of officers that were there.  Mr. Lindsey was also wearing clothing items belonging to the victim.  No one within the residence received any injuries and the victim resides with her juvenile son who was also home at the time of this.

 At the time of this release Mr. Lindsey was incarcerated at the Eastern Regional Jail in Martinsburg waiting the next arraignment period by a State Magistrate.

On Saturday, Dec 24, 2005 Ptlm. English was investigating suspicious activity in the 600 blk of Winchester Ave. He approached the person he been watching in the suspects vehicle. Ptlm. English smelled what he believed to be marijuana coming from the vehicle. Ptlm. English received consent to search the vehicle from the driver. The search turned up 2.3 grams of crack cocaine and $1760.00 in cash. Calvin Lewis Berry, 21, of 812 Buxton St. Martinsburg was arrested and charged with possession with intent to deliver a controlled substance. He was then taken to the Eastern Regional Jail to await arraignment.

On Friday, Dec 23 2005 Ptlm. Rouse located a 17 year old male in the 100 blk of Center St. The juvenile was wanted on a capias issued by Berkeley County Circuit Court for violation of bond for possession of a controlled substance. The suspect, a Martinsburg resident, ran from the officer and was chased on foot. The juvenile was caught and arrested by Cpl. Phelps. The juvenile was searched and $1165.00 in cash was found, 12.7 grams of crack Cocaine, nine tablets of Mylan A1 (a schedule IV controlled substance) , five Z3927 tablets and a cell phone. The juvenile was brought to the police station and then taken to the Juvenile Detention Center. He was charged with the failure to appear, possession with the intent to deliver controlled substances, resisting arrest and fleeing from a police officer.

On Wed Dec 21, 2005 at 5:30 PM the Police Dept. responded to Med-Fast Pharmacy at 1311 Old  Courthouse Square for an Armed Robbery. Officers were given and initial description of the suspect and checked the area but could not locate the suspect. Officers contacted the the store employee who advised that a male had come into the store and asked about getting Promethazine with Codeine, a form of cough syrup. When he learned that it could only be obtained with a prescription the suspect displayed a handgun. The employee took the suspect to the rear of the store and placed 3 bottles of the cough syrup into a backpack. The value of the cough syrup was $100.00. The suspect left the store and headed toward Rt. 11

The suspect was described as a white male in his late teens or early 20's and app. 5-4 to 5-7 tall. He had dark colored eyes, a dark colored goatee and an unshaven look. He was wearing a green puffy jacket, a dark colored toboggan and a green or camouflaged backpack. He also possessed a black handgun.

On 12/13/05 Kerri Lynn Davis was arrested by Det. Sgt. G.B.Swartwood at the Martinsburg Police Dept on the outstanding warrant of Bank Robbery which was issued in regards to the robbery of the 1st United Bank at 980 Foxcroft Ave Martinsburg WV on 12/5/05.

The Berkeley County Sheriffs Dept brought the defendant back from Baltimore Md after she waived extradition back to WV

It is alleged that the Defendant also provided the Martinsburg detective a video taped statement of her involvement in the robbery after she was advised of her Miranda warnings and waived her warnings on videotape.  In a synopsis of the statement she alleged that she did not actually possess an explosive device but implied that she did in a note given to the teller, which also demanded money. It is also alleged that she utilized her pink purse to imply that there was an explosive device inside.

State Magistrate Sandra Miller arraigned the defendant and her bond was set at $300,000.  She was incarcerated in the Eastern Regional Jail in lieu of bond and was awaiting further court proceedings.

12/9/05

On Friday, 12-09-05 at 1747 hrs, Ptlm E L Chrisman and Ptlm J E Darby observed 3 suspicious subjects to the rear of the Martins Grocery Store on Foxcroft Ave.  While speaking with one of the 3 they noted that he was smoking a cigarette.  The subject was identified and officers learned that he was 17 years old and resided in Martinsburg.  During a pat down search the juvenile pushed Ptlm Darby’s hand away from him.  Darby placed the juvenile under arrest for obstructing and possession of tobacco.  A more thorough search incident to arrest revealed a large zip-lock bag containing approximately 156 grams of suspected marijuana.  Also located on the juvenile were a digital scale, a scale calibration weight, and $82.00 in cash.  The marijuana tested positive with a field test kit and has an estimated street value of $1000.00.  The juvenile was charged with Possession with Intent to Deliver Marijuana and was processed at the Martinsburg Police Department.  Notification was made to his family and then remanded to the Juvenile Detention Center by Magistrate Humphries pending a Detention Hearing.

On 12 07 05 Martinsburg Police Detectives obtained a warrant for bank robbery from State Magistrate Sandra Miller. The felony warrant was issued for the bank robbery which occurred on 5 5 05 at approximately 1:30 PM at the First United Bank located at 980 Foxcroft Ave. Martinsburg WV.

In this robbery, it is alleged that the suspect entered the bank and approached the victim teller and presented a note, which demanded money and advised that she had an explosive device. The suspect then left the bank with an undisclosed amount of currency in an older model maroon Buick vehicle with large rust spots on the roof and trunk lid.

Martinsburg Detective Sgt GB Swartwood was able to get positive identification of the suspect from the bank’s video surveillance photo footage. The first identification occurring just a few hours after the robbery.

On 12 06 05 Martinsburg Detectives along with a Special Agent of the local FBI office traveled to Winchester Virginia in an attempt to locate the suspect and vehicle and also interview several witnesses that know and associate with the suspect. The suspect vehicle was located by Winchester City Police officers and the aforementioned officers at a residence in Winchester, Virginia.

The warrant was issued for: Kerri Lynn Davis described as a white female approximately 5-6 in height and 175 pounds in weight, DOB 12 30 74 and believed to be residing in the Winchester Virginia area.  Anyone with information in regards to the suspect’s exact whereabouts is urged to call the Martinsburg Police Department at 304 264 2100 and / or Winchester City Police or Frederick County, Virginia Sheriff’s Department.

    On Tuesday, November 29, 2005, the Martinsburg City Police contacted Darby Allyn Ridenour Sr., of Kearneysville in reference to turning himself in on a warrant for Disrupting a Governmental Process.  Mr. Ridenour complied and was arraigned before Magistrate Sandy Miller, where he was released on a $2500 personal recognizance bond.

          This warrant was issued in response to an incident that occurred on October 31, 2005, in the Circuit Courtroom of Judge David Sanders.  During this incident it is alleged that Judge Sander’s courtroom was disrupted by a loud noise and courtroom security responded.  A bailiff responded to find an individual identified as Darby Allyn Ridenour Sr., with his hands to the neck area of another adult male.  Darby Ridenour Sr. was then escorted out of the courthouse, where he left the area.  Area police agencies were dispatched for this incident.  The Martinsburg Police Department conducted an investigation into this matter, which is now complete.

    On Wed 11/23/05 at 320PM two individuals were issued summons for solicitation of prostitution off of Ryneal St in Charlotte Prather Park Martinsburg WV.

    These individuals were observed by Det. Sgt. G.B.Swartwood parked in a vehicle at the park. When approached it appeared the subjects were involved in sexual conduct as observed by the detective.

    After an inquiry by the detective both persons provided written and signed statements to their situation. It is alleged that both subjects provided a statement advising that they had entered the park for the purpose of performing a sex act (oral sex) for $20.00.

    Both people were issued summons for Solicitation of Prostitution through the Martinsburg Municipal Court. They were separated and removed from the area.

    On 11/17/05 at 4:30 PM the Martinsburg Police Department along with officers from the WV State Police and Eastern Panhandle Drug and Violent Crimes Task Force executed a search warrant at 517 N. Third St. Martinsburg

    State Magistrate Magistrate Sandra Miller issued the search warrant mainly for illicit drugs. Entry was made to the residence by compromising the front door. There were two persons at the residence at the time of the search.

    Several items of drug paraphernalia associated with the use and sale of controlled substances were seized. This search warrant is part of an ongoing police investigation.

    On 11 17 05 Martinsburg Police Chief Ted Anderson and Det Sgt GB Swartwood recovered a stolen trailer loaded with approximately $250,000 worth of stolen clothing items from Guilford County South Carolina.

    This recovery was spurred when authorities in South Carolina alerted the police department that a stolen trailer loaded with stolen clothing might be in the Martinsburg area. The officers located the trailer in a vacant parking lot off of North Foxcroft Ave. Martinsburg WV. 

    The trailer’s identification numbers had been spray-painted over and fraudulent identification numbers had been placed on the rear of the trailer to possibly avoid detection while it was in transit.

    The trailer was locked and when opened the stolen merchandise was discovered still intact. There were no suspects with the trailer at the time of the recovery. The trailer was re-secured and towed to a secure towing facility to await proper transportation by the owner.

    The Police Dept. has responded to several larcenies from motor vehicles within the City. In the majority of these cases, the vehicles have been found to be unlocked with the property located in plain view. People involved in these crimes will search for vehicles like these that are unlocked and with property that is easy to be seen. They are looking for loose change, wallets or purses, cell phones, CD's and gifts. As well as anything else of any value.

    As the Holiday season approaches the Police Dept. will continue to investigate these crimes. Please help us and help yourself and keep your valuables out of sight. Lock your vehicle. Use the trunk to store valuables and do not leave your purse or wallet in plain view. Place your holiday packages in the trunk while you are shopping. If this is not possible take them home and return to the store.

    Lock your vehicle and take your keys with you to insure that your vehicle will be at the place you parked it when you return.

    11/9/05

    The Police Dept. is investigating a reported car jacking that occurred at 12:40 PM on 11/9/05 in the parking lot of the Martinsburg Mall. A 25 year old Martinsburg woman was approached as she entered her car by a suspect described as a young African American man wearing black or dark clothing and a white scarf that partially covered his face. The suspect displayed a handgun and demanded the victim's car keys, her purse and her jewelry. The victim complied with the demands and the suspect left the area in her vehicle. The vehicle is described as a silver 2006 Chevrolet Impala bearing VA Registration JFV-6922. The suspect and vehicle were last seen headed south through the Mall parking lot towards Foxcroft Ave. The victim was shaken but otherwise not injured. Investigators are looking into the possibility that the vehicle was also used in another crime committed in southern Berkeley County. This incident is being investigated by the WV State Police. The vehicle, which was owned by Enterprise Rental was later discovered abandoned behind Tire Wholesale Distributors in Berkeley County.     Oct. 27, 2005 at 7:57 AM the department was notified of a possible homicide at 517 N. Third St. The deceased was identified as Donald Lee Redman with no fixed address and his date of birth was 11/9/75. He was found deceased in an enclosed porch area in a set of vacant apartments at 515 N. Third St.

    Redman had suffered a gunshot wound to the head. Evidence was collected from the scene and the cause of death was identified as the gunshot to the head. Detectives believe the homicide occurred around 5:00 Am on 10/27/05. Several eyewitnesses provided statements. It is believed Redman was involved in an argument and fight with two individuals who have been described as drug dealers from New York City. Redman after being shot was dragged from 517 to 515 N. High St. It is believed that four individuals are involved and all have left and returned to New York. The suspects were identified only by the street names of Butter, Prince, T-Dot and Dollar. Anyone knowing the actual names of these persons is asked to contact the Martinsburg Police Department.

    On Friday Nov 4, 2005 the department was called by the Martinsburg High School about a female student possessing a white powdery substance believed to be cocaine. It was determined this student was in a vehicle with other school students. School officials searched the vehicle in accordance with school policy. The 17 year old female was also searched and in her purse was found digital scales $499.00 in cash, pills and the powder. The powder was found to be cocaine. She was arrested and charged with Possession with the intent to deliver cocaine. The powder was weighed and was determined to weigh approximately 20 grams.

    On 9/27/05 Officers responded to the 600 block of Second Street at 3:46pm for a crash involving a School Bus. The Martinsburg City Fire Department also responded. The bus was operated by Gail Seifert age 59. Investigation showed the handicap ramp for the bus had struck a parked vehicle.  The driver of the bus had made a stop in the area of Pennsylvania Ave and Second Street and during this stop had been distracted and failed to raise her handicapped ramp.  The ramp received excessive damage and the vehicles struck by the ramp were being checked for damage.  Estimate of damage is placed at several thousand dollars.  Sgt. G.F. Macher Jr. of the Martinsburg City Police Department is investigating the crash.

    On Wednesday, 09-14-05 at 1309 hrs, Cpl C M Phelps went to issue a citation to an individual for an unattended motor vehicle in the fire lane at Food Lion at the Old Courthouse Square shopping center. The operator of the vehicle lied to Cpl Phelps about his identity. Cpl Phelps went to place the subject under arrest when a struggle ensued. Cpl Phelps, along with the help of 3 nearby citizens, was able to restrain the subject enough to place handcuffs on him. During a search of the subject 2 small baggies of marijuana and a moderate amount of cash were found. A second search of the subject while at the police station revealed 26 baggies of crack cocaine.

    Arrested was Dawayne Duvall Pone of Diesel Ave Martinsburg, WV 25401, age 25.
Pone was charged with Possession with intent to deliver crack cocaine, Possession with intent to deliver marijuana, Battery on a Police Officer, Obstructing an Officer (False Information), and Obstructing an Officer (Resisting Arrest).

    Pone was arraigned by Magistrate Humphries and was remanded to ERJ in lieu of Bond.

   At approximately 01:43 hours on 8/18/05 the Martinsburg Police Department received a complaint regarding the theft of a taxicab owned by the McCain Cab Company.

    It was reported that the suspect entered the cab in the 600 block of W. Martin Street and was transported to a location on Winchester Avenue where he brandished a knife on the cab driver, and ordered him to stop the cab. The cab driver was able to escape from the vehicle and the suspect took possession of the cab. 

    Several minutes after receiving the call members of the Martinsburg Police Department located the taxi behind the Old Martins Grocery Store on S. Raleigh Street. The cab was unoccupied at the time of discovery. A search of the cab and the crime scene on Winchester Avenue revealed several items of evidence. This information combined with the tips received from citizens has been most helpful to the investigation. It is anticipated that an arrest will be made in the near future.

    On Friday, August 12, 2005, at 0535hrs.,the Martinsburg Police Department, responded to the Citgo gas station located at 1306 Edwin Miller Blvd, in Martinsburg, for a reported robbery.  A store employee advised that a subject entered the building and removed an undetermined amount of cash from the register.  There was no weapon displayed.

    The suspect is described as a black male, between 20 to 30 years of age, 5’9” to 6’0”, stocky build, wearing a knit mask, dark clothing, white socks and black sneakers.  The suspect fled the scene driving a maroon in color vehicle, possibly with the body style of an Outback.

    On July 20, 2005 at approximately 1:00 AM officers were advised of a male being attacked by a group of males at the rear entrance to City Hall located off of W. Race Street.  Armed with a wooden 2X4 was Chad R. Banks, age 18, of 304 ˝ W. Race Street, he struck Andre Juste , age 44,of Martinsburg  with this 2X4 several times.  Involved in this was a 17 year old juvenile, and Ronald L. Jackson ,age 18, of 207 S. Maple Ave. Martinsburg WV.  As officers arrived all three males were punching and kicking Juste.  This incident was captured on videotape and shows the three males striking this victim.  The investigation is continuing, Juste was transported to City Hospital complaining of a rib injury and assorted other injuries. 

    All three males were charged with Malicious Wounding. The two adults were taken to the Eastern Regional Jail to await arraignment and the juvenile was released into the custody of his parent.

    On July 7, 2005 at 3"00 PM Martinsburg Police Detectives along with the Special Response Team executed a search warrant at 328 S. Church St in Martinsburg. State Magistrate Harry Snow issued the search warrant mainly for illicit drugs. Paraphernalia associated with the sales of narcotics was seized in the execution of this search warrant.

    A resident was arrested on an outstanding warrant, which alleges her involvement in the distribution of Crack cocaine from her residence. She was arrested and brought to the Police Department and taken to the Eastern Regional Jail to await arraignment by a State Magistrate.

    On Sunday July 3, 2005 at 0113 hrs the Martinsburg Police were advised of an Armed Robbery, which occurred in Loudon County Virginia in the area of the City of Leesburg.  Information was provided to be on the look out for a red or maroon Plymouth bearing Virginia registration JBN 3310. The B/M driver was armed with a unknown type of pistol and had displayed this pistol in the robbery of a gas station in Leesburg Virginia.  Officers were also provided with an address of 805 Marquette Drive Martinsburg, which is located in Prentiss Point.

    Officers checked this location and did not locate the vehicle. Officers remained in the area and at 0200 hrs Cpl. Darrl Ruppenthal of the Martinsburg City Police stopped this vehicle on Kyle Drive as it enters the Prentiss Point area. Sgt. G.F. Macher Jr. assisted as a felony stop of the vehicle was made. 

    Officers received permission to search the vehicle and the suspect Terence Lamar Bowman. He is 40 years old and lives at 805 Marquette Drive Martinsburg. He was found to be in possession of a shopping bag of loose US currency, a silver BB pistol, a black bandana believed used as a mask in this case, and approximately 3 grams of powdered cocaine.  Mr. Bowman was arrested on the Possession Charge and transported to the Police Department.  Officers conducted a joint investigation with members of the Loudon County Sheriffs Office and the Leesburg City Police Department.  Recovered was 166 dollars in cash believed taken in this robbery in Leesburg Virginia.  Mr. Bowman is current incarcerated at the Eastern Regional Jail in lieu of 50,000 dollar cash bond in connection with this crime from Virginia.

    On June 28, 2005 at 12:00 PM the Police Dept performed a traffic stop on a vehicle in the 600 blk of N. Queen St. During the stop the driver of the vehicle gave detectives verbal consent to search the vehicle for drugs.

    15 capsules of Heroin were located in the vehicle. The driver was arrested for possession with intent to deliver Heroin. It is a Schedule 1 controlled substance.

    The suspect was brought to the Police Dept where he was processed and later arraigned by State Magistrate Overington. His bond was set at $25,000 cash only and he was placed in the Eastern Regional Jail.

    Arrested was Joseph Louis Stornaivolo, age 40, of no fixed address.

    On Tuesday June 28, 2005 at 231 AM the Police Dept received several calls of mailboxes and trashcans being struck and destroyed by a red Chevrolet or similar pick up truck. This damage was occurring in the west end of town around the Red Hill Rd area and the Briarwood subdivision.

    Police responded and located the truck just after striking another mailbox and trashcan in the Briarwood subdivision.

    The driver of the truck was a 17 year old male Martinsburg resident. He was charged with 12 counts of Destruction of Property. Along with him were a 17 year old female Martinsburg resident and a 14 year old Ranson resident. The females were charged with curfew violation. All were released to their parents pending court action.

    The Martinsburg City Police Department was advised on June 27, 2005  at 2:39PM of some type of explosive items in a dumpster located at Martins Grocery Store on Foxcroft Ave.  Officers arrived at that location to be advised by the caller that these items were actually located in the rear of the Roc’s store located at 1000 Foxcroft Ave along the railroad tracks. 

    Officers checked the dumpster and the items were contained in a brown leather holder and an aluminum cylinder could be seen.  These items appeared to be associated with various types of munitions or ordinance of some type.  The immediate area of the Roc’s Convenience store was closed and employees were asked to leave.

    The Martinsburg Fire Department was notified and at this time all responding agencies believed the items contained within the leather holder to be of a suspicious nature.  A request was made to the West Virginia State Police for a response from the State Police Explosive Response Team.  Trooper L. A. Faircloth responded to this location and in the course of his investigation located several items of military ordinance.  Trooper Faircloth collected these items and this investigation continues

    On 6/26/05 the Martinsburg Police Dept. responded to Wal Mart for a report of a person on a cell phone making a drug deal. Before officers arrived the suspect left in a vehicle. Chief Anderson saw the vehicle on Foxcroft Ave and Cpl. Zollinger stopped it for a traffic offense. The occupants denied having any drugs on them.

    Deputy Henderson of the Berkeley County Sheriffs Office was contacted and he came to the scene with his K9 and searched the vehicle. The K9 alerted there were drugs in the vehicle. The suspect that was seated where the dog alerted was searched and a large rock of suspected crack cocaine was located. Cash was also found on the suspect. Two baggies of marijuana and more powder cocaine was also found on the suspect. The suspect was brought to the Police Dept and in the suspects shoe was another $1000.00 cash.

    The suspect was charged with Possession with the Intent to Deliver and was taken to the Eastern Regional Jail to await arraignment.

    Arrested was Robert Richardson, age 38, of 177 Labonte Drive Martinsburg.

     At approximately 0146 AM on 6-12-05 the Martinsburg City Police responded to H & R block at 303 W. King St. for a report of a Breaking and Entering in progress.  According to a witness 2 male subjects were attempting to break into the rear window of the business.  A short time later, dispatch advised that one of the subjects had entered the business, while the other stood outside.  Upon unit’s arrival, they checked the rear of the business, and located an open window with the glass broken, however no suspects were inside.  While checking the business, Cpl. M. Zollinger observed 2 male subjects in the 300 block of W. King St. that matched the description of the suspects.  Located in the pocket of one of the subjects, was a screwdriver.  The witness was able to positively identify the subjects as the suspects.  Both suspects were then arrested.  At the time of this press release, nothing of value was believed to be missing from the business.  Both suspects were taken to the Eastern Regional Jail awaiting arraignment by a state magistrate.

    On 6 11 05 at approximately 5:20 PM Martinsburg Police responded to 209 Rick Street Martinsburg WV for a reported burglary in progress.

     Responding patrol officers Kenneth Snuffer and Chuck Kittle went to the scene and observed three individuals running from the rear of the residence. The aforementioned officers apprehended these subjects and it was noted that all three subjects were still wearing clear plastic gloves when apprehended.

     The investigation concluded that the three suspects were involved in the armed burglary and robbery of the residence while being armed with firearms and forced a twenty-one a year old female resident through the house and later used duct tape to confine her in the residence.

     Police later located a SKS 7.62 mm assault rifle and a 9 mm semi automatic pistol believed to belong to the three suspects and utilized in this crime in a wooded area near the residence where the suspects had been apprehended by Ptl. Snuffer and Ptl Kittle. Police are still searching for a third weapon believed to be a .38 caliber revolver.

     All three suspects were arrested and brought to the Martinsburg Police Department where Detectives obtained complaints for warrants. The defendants were processed and later arraigned by State Magistrate Harry Snow.

     All three defendants were charged with Burglary, Armed Robbery, Wanton Endangerment, and Kidnapping.  The total bond on the Burglary, Armed Robbery, and Wanton Endangerment was set at $545,000 cash only and no bond was set on the Kidnapping charge. All three defendants were placed in the Eastern Regional Jail in lieu of bond.

    On 5/28/05 Martinsburg Detective Sgt. G. B. Swartwood arrested a person on warrants for Aggravated Robbery, Nighttime Burglary and Malicious Wounding while she was in the Eastern Regional Jail on an unrelated charge.

    State Magistrate Ruth Donaldson issued the warrants. The charges stem from an early morning burglary which occurred on 5/26/05 of a residence on S. Raleigh St. in which a 68 year old female was beaten and robbed of her purse and contents valued at App. $130.00. The victim suffered lacerations to her face, head and arm, of which some required sutures to close. The suspect fled the area on foot to an awaiting vehicle.

    It is alleged in the complaint for warrant that the stolen purse belonging to the victim was recovered in the vehicle used by the suspect and brought into the custody of the detectives.

    Arrested was Jennifer Nicole Gant, age 20, of 751 Mt. Olive Rd. Martinsburg WV.

    The Martinsburg Police Dept. is still actively investigating this case and are exploring the possibility of other persons involved

    On 05-22-05, Cpl. M. Zollinger along with other units of the Martinsburg City Police responded to the Martinsburg Mall for a complaint of a female subject attempting to pass counterfeit $20 dollar bills.  During the course of the investigation it was determined that the suspect attempted to pass 2 different counterfeit bills at 2 different stores within the mall.  The female was located trying to leave the mall by security and police.  Both counterfeit bills were seized, and their serial numbers matched 14 other counterfeit bills passed at various locations in the city over the past couple of weeks.  In at least 2 other incidents the same person was observed on videotape passing counterfeit money to other businesses.  The female was arrested by Cpl. Zollinger and charged with (2) counts of counterfeiting.  The suspect was also charged with (2) additional counts of counterfeiting by Ptlm. W. A. Parks for the other incidents.  The suspect was transported to the Eastern Regional Jail to await arraignment by a State Magistrate.
